12. It is essential that future UK R&D programmes for the management of higher<br />
activity wastes c<strong>on</strong>tain sufficient fundamental research, as well as applied<br />
research <strong>and</strong> development. In deciding which R&D <str<strong>on</strong>g>to</str<strong>on</strong>g> fund <strong>and</strong> when, account<br />
should be taken of the needs of the overall programme for the management of<br />
higher activity wastes, the needs for safety case development <strong>and</strong> the lead times<br />
<strong>and</strong> durati<strong>on</strong>s of R&D projects.<br />
Recommendati<strong>on</strong> 1<br />
CoRWM recommends <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>Government</str<strong>on</strong>g> that it ensures that there is strategic coordinati<strong>on</strong><br />
of UK R&D for the management of higher activity wastes. Such coordinati<strong>on</strong><br />
is required within the NDA, between the NDA <strong>and</strong> the rest of the nuclear<br />
industry, am<strong>on</strong>gst the <strong>Research</strong> Councils <strong>and</strong> between the whole of the nuclear<br />
industry, its regula<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <strong>and</strong> the <strong>Research</strong> Councils.<br />
Regula<str<strong>on</strong>g>to</str<strong>on</strong>g>ry <strong>Research</strong><br />
13. The Health <strong>and</strong> Safety Executive (HSE) has a resp<strong>on</strong>sibility <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure that<br />
appropriate nuclear safety research programmes are carried out, including<br />
nuclear safety research related <str<strong>on</strong>g>to</str<strong>on</strong>g> the management of higher activity waste. It has<br />
a well-established mechanism for fulfilling this resp<strong>on</strong>sibility. HSE commissi<strong>on</strong>s<br />
its own research <strong>and</strong> sets out the research <str<strong>on</strong>g>to</str<strong>on</strong>g>pics that nuclear site licensees<br />
should address.<br />
14. The Envir<strong>on</strong>ment Agency (EA) <strong>and</strong> the Scottish Envir<strong>on</strong>ment Protecti<strong>on</strong> Agency<br />
(SEPA) have relatively modest research programmes <strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g>pics of regula<str<strong>on</strong>g>to</str<strong>on</strong>g>ry<br />
interest in the areas of radioactive waste management <strong>and</strong> related health <strong>and</strong><br />
envir<strong>on</strong>mental protecti<strong>on</strong> issues. CoRWM believes that EA will need <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
commissi<strong>on</strong> more independent research as the MRWS programme proceeds in<br />
order <str<strong>on</strong>g>to</str<strong>on</strong>g> carry out its role as a regula<str<strong>on</strong>g>to</str<strong>on</strong>g>r of geological disposal of higher activity<br />
wastes. CoRWM also expects that SEPA will need <str<strong>on</strong>g>to</str<strong>on</strong>g> commissi<strong>on</strong> research <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
assist it in the regulati<strong>on</strong> of the management of higher activity wastes in Scotl<strong>and</strong>.<br />
Recommendati<strong>on</strong> 2<br />
CoRWM recommends <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>Government</str<strong>on</strong>g> that it ensures that the Envir<strong>on</strong>ment Agency<br />
<strong>and</strong> the Scottish Envir<strong>on</strong>ment Protecti<strong>on</strong> Agency obtain the resources that they need<br />
<str<strong>on</strong>g>to</str<strong>on</strong>g> access <strong>and</strong> commissi<strong>on</strong> the additi<strong>on</strong>al independent research required <str<strong>on</strong>g>to</str<strong>on</strong>g> support<br />
them fully in their regulati<strong>on</strong> of the management of higher activity wastes.<br />
R&D Skills <str<strong>on</strong>g>to</str<strong>on</strong>g> Support the MRWS Programme<br />
15. The importance of maintaining nuclear skills in the UK was recognised some<br />
years ago <strong>and</strong> steps have been taken <str<strong>on</strong>g>to</str<strong>on</strong>g> reverse the decline that was occurring.<br />
In recent years there has been a significant improvement but there is some way<br />
<str<strong>on</strong>g>to</str<strong>on</strong>g> go, particularly for R&D skills.<br />
16. CoRWM has found that resp<strong>on</strong>sibility for the provisi<strong>on</strong> of R&D skills is split<br />
between many organisati<strong>on</strong>s. Although each organisati<strong>on</strong> is playing its part, there<br />
