EXECUTIVE SUMMARY<br />
1. CoRWM’s remit is <str<strong>on</strong>g>to</str<strong>on</strong>g> provide independent scrutiny <strong>and</strong> advice <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>Government</str<strong>on</strong>g> <strong>on</strong><br />
the l<strong>on</strong>g-term management, including s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage <strong>and</strong> disposal, of higher activity<br />
radioactive wastes <strong>and</strong> materials that may be declared <str<strong>on</strong>g>to</str<strong>on</strong>g> be wastes. This is the<br />
last of three reports produced in <str<strong>on</strong>g>2009</str<strong>on</strong>g> that describe the results of the<br />
Committee’s scrutiny <strong>and</strong> provide advice <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>Government</str<strong>on</strong>g>.<br />
Scope of <str<strong>on</strong>g>Report</str<strong>on</strong>g><br />
2. This report is about CoRWM’s work during 2008 <strong>and</strong> much of <str<strong>on</strong>g>2009</str<strong>on</strong>g> <strong>on</strong>:<br />
• the UK’s process for providing research <strong>and</strong> development (R&D) in the<br />
management of higher activity wastes<br />
• the skills requirements <str<strong>on</strong>g>to</str<strong>on</strong>g> support R&D in the Managing Radioactive Waste<br />
Safely (MRWS) programme, in particular those R&D skills <str<strong>on</strong>g>to</str<strong>on</strong>g> enable<br />
implementati<strong>on</strong> of geological disposal<br />
• the infrastructure requirements, in particular those facilities supporting R&D<br />
<strong>on</strong> highly radioactive materials <strong>and</strong> R&D that will need <str<strong>on</strong>g>to</str<strong>on</strong>g> be carried out<br />
underground<br />
• public <strong>and</strong> stakeholder engagement <strong>on</strong> the above <str<strong>on</strong>g>to</str<strong>on</strong>g>pics.<br />
3. For each <str<strong>on</strong>g>to</str<strong>on</strong>g>pic, the current positi<strong>on</strong> is summarised <strong>and</strong> advice is given for use in<br />
making plans for the R&D <str<strong>on</strong>g>to</str<strong>on</strong>g> be carried out over several decades <strong>and</strong> bey<strong>on</strong>d.<br />
CoRWM intends <str<strong>on</strong>g>to</str<strong>on</strong>g> m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>r whether <strong>and</strong> how this advice has been acted <strong>on</strong> by<br />
<str<strong>on</strong>g>Government</str<strong>on</strong>g> <strong>and</strong> others.<br />
How CoRWM Worked<br />
4. CoRWM worked by gathering informati<strong>on</strong> from the Nuclear Decommissi<strong>on</strong>ing<br />
Authority (NDA), its Site Licence Companies (SLCs), other nuclear site licensees,<br />
the <strong>Research</strong> Councils, Learned Societies <strong>and</strong> other organisati<strong>on</strong>s in the UK<br />
involved in R&D of relevance <str<strong>on</strong>g>to</str<strong>on</strong>g> the MRWS programme. It looked at the<br />
processes used <str<strong>on</strong>g>to</str<strong>on</strong>g> define R&D strategies in other countries. It held meetings with<br />
all the major organisati<strong>on</strong>s <strong>and</strong> it helped <str<strong>on</strong>g>to</str<strong>on</strong>g> organise meetings <strong>on</strong> the current<br />
state of nati<strong>on</strong>al R&D in s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage <strong>and</strong> geological disposal with the Radioactive<br />
Waste Immobilisati<strong>on</strong> Network. It also sought the views of stakeholders <strong>and</strong> the<br />
public via its website <strong>and</strong> at CoRWM stakeholder events in Oc<str<strong>on</strong>g>to</str<strong>on</strong>g>ber 2008,<br />
February <str<strong>on</strong>g>2009</str<strong>on</strong>g> <strong>and</strong> September <str<strong>on</strong>g>2009</str<strong>on</strong>g>. A draft of this report (without c<strong>on</strong>clusi<strong>on</strong>s<br />
<strong>and</strong> recommendati<strong>on</strong>s) was sent <str<strong>on</strong>g>to</str<strong>on</strong>g> key stakeholders for comment <strong>and</strong> a full draft<br />
placed <strong>on</strong> the CoRWM website for public comment. Resp<strong>on</strong>ses <str<strong>on</strong>g>to</str<strong>on</strong>g> all the<br />
requests for comments were taken in<str<strong>on</strong>g>to</str<strong>on</strong>g> account in preparing the final versi<strong>on</strong> of<br />
the report.<br />
