dec<strong>on</strong>versi<strong>on</strong> has been established in other countries. Urenco aims <str<strong>on</strong>g>to</str<strong>on</strong>g> build a<br />

Tails Management Facility (TMF) at the Urenco UK Ltd site at Capenhurst,<br />

c<strong>on</strong>sisting of a dec<strong>on</strong>versi<strong>on</strong> plant for Hex tails <strong>and</strong> a uranium oxide s<str<strong>on</strong>g>to</str<strong>on</strong>g>re. The<br />

planning applicati<strong>on</strong> has been submitted <strong>and</strong> it is hoped that the TMF will start<br />

operati<strong>on</strong>s in 2014.<br />

A.45 The uranium oxide could be rec<strong>on</strong>verted <str<strong>on</strong>g>to</str<strong>on</strong>g> UF6 if it became attractive <str<strong>on</strong>g>to</str<strong>on</strong>g> re-enrich<br />

it <strong>and</strong> sell it. Another opti<strong>on</strong> is <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>diti<strong>on</strong> <strong>and</strong> package the oxide <strong>and</strong> dispose of<br />

it in a geological facility in the UK. CoRWM has been <str<strong>on</strong>g>to</str<strong>on</strong>g>ld that Urenco has<br />

applied for an LoC as part of the dem<strong>on</strong>strati<strong>on</strong> that such an opti<strong>on</strong> would be<br />

practicable. This will entail providing evidence that its proposed waste form would<br />

be suitable for both s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage <strong>and</strong> disposal. Urenco is also supporting internati<strong>on</strong>al<br />

work that is investigating the possibility of sending the uranium oxide back <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

original producers of the ore, for disposal in exhausted uranium mines. This<br />

would require an internati<strong>on</strong>al agreement <strong>on</strong> the transport of uranium oxide waste<br />

from the countries where it is held <str<strong>on</strong>g>to</str<strong>on</strong>g> the countries where ore is produced.<br />

A.46 The Encapsulati<strong>on</strong> of Metallic Uranium Steering (EMUS) Group predates NWRF<br />

(para 3.10) <strong>and</strong> was established by Sellafield Ltd. although many other SLCs<br />

participate. Its purpose is <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure that current <strong>and</strong> future operati<strong>on</strong>s, which<br />

require metallic uranium c<strong>on</strong>diti<strong>on</strong>ing for treatment, s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage <strong>and</strong> disposal, have a<br />

sound technical foundati<strong>on</strong> <strong>and</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> facilitate timely delivery of the plans of the<br />

SLCs for site clean-up. It shares informati<strong>on</strong> through NWRF, but it is not an<br />

official sub group.<br />

A.47 There is a need for a UK uranics R&D strategy <str<strong>on</strong>g>to</str<strong>on</strong>g> include uranium held by<br />

organisati<strong>on</strong>s other than the NDA, such as the MoD <strong>and</strong> Urenco (CoRWM doc.<br />

2520).<br />

Management of Thorium<br />

A.48 There are small amounts of thorium at various NDA sites (e.g. Dounreay,<br />

Winfrith). There is no market for thorium <strong>and</strong> the current strategy is <str<strong>on</strong>g>to</str<strong>on</strong>g> treat it as<br />

waste for geological disposal. This strategy is straightforward if the thorium is in<br />

oxide form (because the oxide is stable <strong>and</strong> insoluble). However some forms of<br />

thorium can be pyrophoric <strong>and</strong> may require c<strong>on</strong>versi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> a more stable form,<br />

such as the oxide for their l<strong>on</strong>g-term management. It is for the NDA sites <str<strong>on</strong>g>to</str<strong>on</strong>g> carry<br />

out R&D <strong>on</strong> the management of their thorium holdings (CoRWM doc. 2418).<br />

Winfrith plans <str<strong>on</strong>g>to</str<strong>on</strong>g> complete immobilisati<strong>on</strong> of its thorium metal in <str<strong>on</strong>g>2009</str<strong>on</strong>g>/10.<br />

Dounreay has liquid thorium nitrate, which will need <str<strong>on</strong>g>to</str<strong>on</strong>g> be c<strong>on</strong>verted <str<strong>on</strong>g>to</str<strong>on</strong>g> a solid for<br />

l<strong>on</strong>g-term s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage or disposal. The site holds an LoC for the material <strong>and</strong> plans<br />

further R&D prior <str<strong>on</strong>g>to</str<strong>on</strong>g> its solidificati<strong>on</strong>.<br />

Some Specific R&D Issues for Geological Disposal<br />

A.49 CoRWM has neither the remit nor resources <str<strong>on</strong>g>to</str<strong>on</strong>g> identify all R&D required <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

underpin design <strong>and</strong> c<strong>on</strong>structi<strong>on</strong> of a GDF <strong>and</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> develop the safety cases,<br />

which will be made <str<strong>on</strong>g>to</str<strong>on</strong>g> the relevant regula<str<strong>on</strong>g>to</str<strong>on</strong>g>rs. The safety cases will indicate how<br />

the GDF is anticipated <str<strong>on</strong>g>to</str<strong>on</strong>g> perform during the operati<strong>on</strong>al <strong>and</strong> post-closure periods<br />

<strong>and</strong> will dem<strong>on</strong>strate that regula<str<strong>on</strong>g>to</str<strong>on</strong>g>ry requirements are met.<br />
