5.40 Early in <str<strong>on</strong>g>2009</str<strong>on</strong>g> the emphasis in RWMD planning seemed <str<strong>on</strong>g>to</str<strong>on</strong>g> be <strong>on</strong> site<br />

characterisati<strong>on</strong> <strong>and</strong> <strong>on</strong> c<strong>on</strong>firming that R&D results obtained in the labora<str<strong>on</strong>g>to</str<strong>on</strong>g>ry or<br />

in URFs in other countries would be applicable <str<strong>on</strong>g>to</str<strong>on</strong>g> the specific site at which it is<br />

proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>struct a GDF in the UK (NDA, <str<strong>on</strong>g>2009</str<strong>on</strong>g>b). This would be similar <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

the approach in Finl<strong>and</strong>, where the ONKALO facility at the Olkiluo<str<strong>on</strong>g>to</str<strong>on</strong>g> GDF site is<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> be used for characterisati<strong>on</strong> <strong>and</strong> c<strong>on</strong>firmati<strong>on</strong> but not for extensive R&D.<br />

However, scientists from Finl<strong>and</strong> have for many years participated in R&D<br />

programmes in URFs in Sweden, which are in geological envir<strong>on</strong>ments that are<br />

relevant <str<strong>on</strong>g>to</str<strong>on</strong>g> Olkiluo<str<strong>on</strong>g>to</str<strong>on</strong>g>. RWMD has recently indicated that its underground<br />

investigati<strong>on</strong>s will include R&D <str<strong>on</strong>g>to</str<strong>on</strong>g> address uncertainties <strong>and</strong> support safety case<br />

development (CoRWM doc. 2630; NDA, <str<strong>on</strong>g>2009</str<strong>on</strong>g>k).<br />

C<strong>on</strong>clusi<strong>on</strong>s <strong>on</strong> Infrastructure for R&D<br />

Active Facilities<br />

5.41 The UK has a limited number of facilities that are able <str<strong>on</strong>g>to</str<strong>on</strong>g> support research with<br />

radioactive materials. In particular, the country has very few research facilities in<br />

which it is possible <str<strong>on</strong>g>to</str<strong>on</strong>g> h<strong>and</strong>le materials with levels of radioactivity above the very<br />

low c<strong>on</strong>centrati<strong>on</strong>s found in the envir<strong>on</strong>ment. The key facilities are those run by<br />

the NNL, which as a result of rati<strong>on</strong>alisati<strong>on</strong> operates the majority of the UK’s<br />

active civil research infrastructure.<br />

5.42 In CoRWM’s view, the NNL’s currently planned facilities, even when fully<br />

commissi<strong>on</strong>ed, will be inadequate <str<strong>on</strong>g>to</str<strong>on</strong>g> support the full range of research required<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> manage higher activity wastes. Significant improvements <strong>and</strong> additi<strong>on</strong>al<br />

facilities are needed <str<strong>on</strong>g>to</str<strong>on</strong>g> provide the UK with the capability <str<strong>on</strong>g>to</str<strong>on</strong>g> do research for its<br />

wide range of higher activity wastes.<br />

5.43 It is unclear <str<strong>on</strong>g>to</str<strong>on</strong>g> CoRWM how the NNL facilities will be made available for the full<br />

spectrum of research that is needed <str<strong>on</strong>g>to</str<strong>on</strong>g> underpin the MRWS programme. The<br />

<strong>on</strong>ly R&D that can be performed in NNL facilities is that funded by NNL<br />

cus<str<strong>on</strong>g>to</str<strong>on</strong>g>mers, namely NDA <strong>and</strong> other nuclear industry organisati<strong>on</strong>s, who are<br />

unlikely <str<strong>on</strong>g>to</str<strong>on</strong>g> support much fundamental research. There is currently no mechanism<br />

for the <strong>Research</strong> Councils <str<strong>on</strong>g>to</str<strong>on</strong>g> fund university research carried out in NNL active<br />

facilities, particularly that for which equipment must be bought.<br />

5.44 CoRWM believes that further development of NNL facilities for research with<br />

highly radioactive materials, <strong>and</strong> greater access <str<strong>on</strong>g>to</str<strong>on</strong>g> them, are the <strong>on</strong>ly realistic<br />

route <str<strong>on</strong>g>to</str<strong>on</strong>g> the provisi<strong>on</strong> of the nati<strong>on</strong>al research infrastructure needed for the<br />

management of higher activity wastes.<br />

Underground <strong>Research</strong> Facilities<br />

5.45 It is clear <str<strong>on</strong>g>to</str<strong>on</strong>g> CoRWM that both underground site characterisati<strong>on</strong> <strong>and</strong><br />

underground R&D are needed at any prospective GDF site in the UK. Surfacebased<br />

investigati<strong>on</strong>s will not be sufficient for site characterisati<strong>on</strong>. Even with the<br />

latest investigative techniques, significant underground site characterisati<strong>on</strong> will<br />

be required in relati<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> rock mass characteristics, hydrogeology, geochemistry<br />

<strong>and</strong> stress c<strong>on</strong>diti<strong>on</strong>s. Underground R&D will be needed <str<strong>on</strong>g>to</str<strong>on</strong>g> inform GDF design<br />

<strong>and</strong> support safety case development, including by finding out whether R&D<br />

results obtained elsewhere are applicable <str<strong>on</strong>g>to</str<strong>on</strong>g> a UK site. In practice, there is<br />
