3.106 Geological disposal of Japanese HLW was set out as the end point of a process<br />

embodied in the 2000 Act, “Specified Radioactive Waste Final Disposal Act”,<br />

which also set up the Nuclear Waste Management Organisati<strong>on</strong>, NUMO. The<br />

2002 report, “Requirements of Geological Envir<strong>on</strong>ment <str<strong>on</strong>g>to</str<strong>on</strong>g> select Preliminary<br />

Investigati<strong>on</strong> Areas (PIAs) of HLW Disposal”, set out the basis for site exclusi<strong>on</strong><br />

following a voluntarism approach, <strong>and</strong> led <str<strong>on</strong>g>to</str<strong>on</strong>g> the Open Solicitati<strong>on</strong> in December<br />

2002. NUMO was set up as the organisati<strong>on</strong> resp<strong>on</strong>sible for delivery of a<br />

reposi<str<strong>on</strong>g>to</str<strong>on</strong>g>ry system, <strong>and</strong> as implementer it was made resp<strong>on</strong>sible for site selecti<strong>on</strong><br />

<strong>and</strong> characterisati<strong>on</strong>, the licensing of applicati<strong>on</strong>s <strong>and</strong> organisati<strong>on</strong> of the<br />

programme of reposi<str<strong>on</strong>g>to</str<strong>on</strong>g>ry development, <strong>and</strong> overseeing the c<strong>on</strong>structi<strong>on</strong>,<br />

operati<strong>on</strong> <strong>and</strong> closure of any reposi<str<strong>on</strong>g>to</str<strong>on</strong>g>ry. NUMO is supervised by the Ministry of<br />

Ec<strong>on</strong>omy, Trade <strong>and</strong> Industry (METI) <strong>and</strong> funded by owners of the nuclear power<br />

reac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs. The fund is managed by the Radioactive Waste Management funding<br />

<strong>and</strong> research Centre (RWMC – see below).<br />

In the Japanese nuclear waste disposal programme, the term ‘<strong>Research</strong> <strong>and</strong><br />

Development’ is used <str<strong>on</strong>g>to</str<strong>on</strong>g> include all work aimed at building fundamental scientific<br />

underst<strong>and</strong>ing <strong>and</strong> establishing necessary technology. ‘Dem<strong>on</strong>strati<strong>on</strong> <strong>and</strong><br />

Validati<strong>on</strong>’ (D&V) refers <str<strong>on</strong>g>to</str<strong>on</strong>g> work which c<strong>on</strong>firms that the resultant <str<strong>on</strong>g>to</str<strong>on</strong>g>ols, models<br />

<strong>and</strong> engineering c<strong>on</strong>cepts are practical, <strong>and</strong> builds the c<strong>on</strong>fidence needed for<br />

implementati<strong>on</strong>, licensing <strong>and</strong> public acceptance.<br />

3.108 There<br />

are several organisati<strong>on</strong>s in Japan involved in carrying out or sp<strong>on</strong>soring<br />

R&D aimed directly at supporting the nuclear waste disposal programme. These<br />

R&D organizati<strong>on</strong>s include, am<strong>on</strong>gst others the Japan A<str<strong>on</strong>g>to</str<strong>on</strong>g>mic Energy Agency<br />

(JAEA), RWMC, the Central <strong>Research</strong> Institute of Electric Power Industry<br />

(CRIEPI), Nati<strong>on</strong>al Institute of Advanced Industrial Science <strong>and</strong> Technology<br />

(AIST), Nati<strong>on</strong>al Institute of Radiological Sciences (NIRS), <strong>and</strong> NUMO itself. The<br />
