3.88 Throughout the 1980s, RWMAC collected informati<strong>on</strong> <strong>on</strong> planned expenditure <strong>on</strong><br />

radioactive waste management R&D <strong>and</strong> included it in its annual reports. Data<br />

were presented by sec<str<strong>on</strong>g>to</str<strong>on</strong>g>r <strong>and</strong> by funding organisati<strong>on</strong> (RWMAC, 1987, 1988,<br />

1989). Total expenditure rose from £28.6M in 1980-81 <str<strong>on</strong>g>to</str<strong>on</strong>g> £46.66M in 1989-90.<br />

Table 2 summarises the expenditure breakdown for 1989-90 (RWMAC, 1989).<br />

3.89 At the time of the rec<strong>on</strong>stituti<strong>on</strong> of the committee in 1991, the relevant Minister<br />

asked RWMAC <str<strong>on</strong>g>to</str<strong>on</strong>g> review the DoE radioactive substances research programme.<br />

By this time, HMIP (Her Majesty’s Inspec<str<strong>on</strong>g>to</str<strong>on</strong>g>rate of Polluti<strong>on</strong>) had its own research<br />

programme, which was focused <strong>on</strong> its regula<str<strong>on</strong>g>to</str<strong>on</strong>g>ry role, <strong>and</strong> the DoE research<br />

programme for radioactive waste management focused <strong>on</strong> policy issues.<br />

RWMAC completed <strong>and</strong> published its review in 1993 (RWMAC, 1993).<br />

3.90 In its review, RWMAC expressed c<strong>on</strong>cern about the scope for overlap of the<br />

research programmes of DoE, other <str<strong>on</strong>g>Government</str<strong>on</strong>g> Departments, <strong>Research</strong><br />

Councils <strong>and</strong> n<strong>on</strong>-<str<strong>on</strong>g>Government</str<strong>on</strong>g> organisati<strong>on</strong>s. It recommended that DoE create a<br />

unit <str<strong>on</strong>g>to</str<strong>on</strong>g> track research overlaps. DoE resp<strong>on</strong>ded that its Radioactivity <strong>Research</strong><br />

<strong>and</strong> Envir<strong>on</strong>ment M<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>ring committee (RADREM), which had members from<br />

<str<strong>on</strong>g>Government</str<strong>on</strong>g> Departments <strong>and</strong> industry, provided an effective liais<strong>on</strong> mechanism.<br />

The committee met bi-annually <strong>and</strong> had four sub-committees, each for a specific<br />

area, <str<strong>on</strong>g>to</str<strong>on</strong>g> identify <strong>and</strong> report developments, gaps <strong>and</strong> overlaps (RWMAC, 1994).<br />

3.91 RWMAC also recommended that DoE develop expertise so that it could manage<br />

its research programme in-house. DoE resp<strong>on</strong>ded that it secured technical<br />

support for management of its research programme by means of a c<strong>on</strong>sultancy.<br />
