<strong>and</strong> gas reacti<strong>on</strong>s, m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>ring, underground chemistry, <strong>and</strong> the importance<br />
of interacti<strong>on</strong>s <strong>and</strong> feedbacks <strong>on</strong> scales from micr<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> metres. The MoMaS<br />
c<strong>on</strong>sortium c<strong>on</strong>tinues <str<strong>on</strong>g>to</str<strong>on</strong>g> 2011 <str<strong>on</strong>g>to</str<strong>on</strong>g> develop modelling simulati<strong>on</strong>s that<br />
incorporate multiphase flows <strong>and</strong> coupled behaviour, quantificati<strong>on</strong> of<br />
uncertainties <strong>and</strong> establishment of benchmark models <strong>and</strong> modelling <str<strong>on</strong>g>to</str<strong>on</strong>g>ols.<br />
• Near-field issues including waste matrices, c<strong>on</strong>tainer-clay interacti<strong>on</strong>s <strong>and</strong><br />
interfaces.<br />
3.130 R&D in nuclear safety, transport <strong>and</strong> security is co-ordinated separately from that<br />
relating <str<strong>on</strong>g>to</str<strong>on</strong>g> radioactive waste disposal. A combined independent agency, known<br />
as the ‘Institut de Radioprotecti<strong>on</strong> et de Sûreté Nucléaire’ (IRSN), was<br />
established in 2002 with the role of advising <strong>and</strong> briefing the regula<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <strong>on</strong> issues<br />
relating <str<strong>on</strong>g>to</str<strong>on</strong>g> radiological risk <strong>and</strong> nuclear safety. IRSN was given resp<strong>on</strong>sibility for<br />
research in:<br />
• nuclear safety<br />
• safe transport of radioactive materials<br />
• health <strong>and</strong> envir<strong>on</strong>ment radiati<strong>on</strong> protecti<strong>on</strong><br />
• physical protecti<strong>on</strong> <strong>and</strong> c<strong>on</strong>trol of nuclear materials<br />
• protecti<strong>on</strong> of nuclear facilities <strong>and</strong> nuclear materials transport against<br />
possible attacks or sabotage.<br />
3.131 IRSN has also been placed in charge of preparing reviews of ANDRA<br />
documentati<strong>on</strong> (e.g. the Dossier Argile, 2005) for the French regula<str<strong>on</strong>g>to</str<strong>on</strong>g>r, ASN.<br />
Role of Internati<strong>on</strong>al Organisati<strong>on</strong>s<br />
3.132 The three internati<strong>on</strong>al organisati<strong>on</strong>s that have a role in helping countries <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
define <strong>and</strong> co-ordinate their R&D programmes <strong>on</strong> radioactive waste management<br />
are the EU, the NEA of OECD <strong>and</strong> the IAEA. These organisati<strong>on</strong>s are discussed<br />
in turn below.<br />
3.133 While the financial c<strong>on</strong>tributi<strong>on</strong> from the EU (paras. 3.69-3.73) is useful, much of<br />
the value of EU research projects is in bringing participants <str<strong>on</strong>g>to</str<strong>on</strong>g>gether <str<strong>on</strong>g>to</str<strong>on</strong>g> exchange<br />
ideas <strong>and</strong> informati<strong>on</strong>. This helps EU member countries <str<strong>on</strong>g>to</str<strong>on</strong>g> make the best use of<br />
their resources, for example by each c<strong>on</strong>centrating its R&D <strong>on</strong> a particular aspect<br />
of a comm<strong>on</strong> problem <strong>and</strong> then pooling their results.<br />
3.134 The NEA’s general objective in its radioactive waste management work is <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
c<strong>on</strong>tribute <str<strong>on</strong>g>to</str<strong>on</strong>g> the adopti<strong>on</strong> of safe <strong>and</strong> efficient policies <strong>and</strong> practices in its<br />
member countries. It focuses <strong>on</strong> geological disposal of HLW <strong>and</strong> spent fuel. Its<br />
work is supervised by its Radioactive Waste Management Committee (RWMC),<br />
which is assisted by three working parties: 17<br />
• Forum <strong>on</strong> Stakeholder C<strong>on</strong>fidence<br />
• Integrati<strong>on</strong> Group for the Safety Case (IGSC)<br />
• Working Party <strong>on</strong> Management of Materials from Decommissi<strong>on</strong>ing <strong>and</strong><br />
Dismantling.<br />
