Internati<strong>on</strong>al Experience in Defining R&D Programmes<br />

3.97 A number of countries are c<strong>on</strong>ducting R&D programmes <str<strong>on</strong>g>to</str<strong>on</strong>g> support l<strong>on</strong>g-term<br />

management of higher activity wastes. It is not the intenti<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> review or<br />

summarise all of these here. Instead, this secti<strong>on</strong> c<strong>on</strong>tains examples of how R&D<br />

programmes are organised, drawn from six countries that CoRWM has visited or<br />

has good knowledge of, <str<strong>on</strong>g>to</str<strong>on</strong>g> provide comparis<strong>on</strong> with the UK situati<strong>on</strong>. It also<br />

c<strong>on</strong>siders the role of internati<strong>on</strong>al organisati<strong>on</strong>s in assisting countries <str<strong>on</strong>g>to</str<strong>on</strong>g> define<br />

their research programmes <strong>and</strong> in internati<strong>on</strong>al co-ordinati<strong>on</strong> of R&D.<br />

USA – Yucca Mountain<br />

3.98 USDOE has been investigating Yucca Mountain as a site for geological disposal<br />

of spent nuclear reac<str<strong>on</strong>g>to</str<strong>on</strong>g>r fuel <strong>and</strong> other radioactive waste in the USA since 1987.<br />

The site is located within unsaturated ignimbrites (pyroclastic volcanic rocks)<br />

above the c<strong>on</strong>temporary water table <strong>on</strong> federal l<strong>and</strong> adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the Nevada Test<br />

Site in Nye County, Nevada. USDOE submitted a licence applicati<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

Nuclear Regula<str<strong>on</strong>g>to</str<strong>on</strong>g>ry Commissi<strong>on</strong> (NRC) for c<strong>on</strong>structi<strong>on</strong> at Yucca Mountain in<br />

June 2008; the preliminary process of checking over <strong>and</strong> 'docketing' the<br />

applicati<strong>on</strong> was completed in September 2008. In early <str<strong>on</strong>g>2009</str<strong>on</strong>g>, the new USA<br />

Secretary of Energy stated that the Yucca Mountain project would be terminated<br />

<strong>and</strong> a “blue ribb<strong>on</strong> panel” would be c<strong>on</strong>vened <str<strong>on</strong>g>to</str<strong>on</strong>g> study alternatives, including new<br />

potential GDF locati<strong>on</strong>s <strong>and</strong> management opti<strong>on</strong>s for spent fuel other than<br />

geological disposal. 10 USDOE work related <str<strong>on</strong>g>to</str<strong>on</strong>g> the Yucca Mountain licence<br />

applicati<strong>on</strong> c<strong>on</strong>tinues but all other work <strong>on</strong> the project has s<str<strong>on</strong>g>to</str<strong>on</strong>g>pped.<br />

3.99 To date, all relevant R&D <str<strong>on</strong>g>to</str<strong>on</strong>g> support the Yucca Mountain disposal site has been<br />

c<strong>on</strong>trolled <strong>and</strong> commissi<strong>on</strong>ed by USDOE. The DOE does not have in-house<br />

expertise across all the required subject areas; c<strong>on</strong>sequently, it hires project<br />

Management <strong>and</strong> Operati<strong>on</strong>s (M&O) c<strong>on</strong>trac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs. The organisati<strong>on</strong>s c<strong>on</strong>ducting<br />

the R&D, until recently, were termed the ‘Participants’. These are the Nati<strong>on</strong>al<br />

Labora<str<strong>on</strong>g>to</str<strong>on</strong>g>ries <strong>and</strong> the US Geological Survey (USGS). Each year, all participants<br />

submit plans <str<strong>on</strong>g>to</str<strong>on</strong>g> DOE <strong>on</strong> the research they believe <str<strong>on</strong>g>to</str<strong>on</strong>g> be required. Universities<br />

can <strong>on</strong>ly become actively involved in c<strong>on</strong>ducting research for DOE via<br />

collaborati<strong>on</strong> with the nati<strong>on</strong>al labora<str<strong>on</strong>g>to</str<strong>on</strong>g>ries. Academics are, however, supported<br />

by independent funding provided by the State of Nevada <strong>and</strong> Nye County, who<br />

are currently c<strong>on</strong>testing the DOE licence applicati<strong>on</strong> for Yucca Mountain.<br />

3.100 This "Program Plan (PP)" is DOE’s overarching planning document. The PP<br />

describes the work <str<strong>on</strong>g>to</str<strong>on</strong>g> be carried out over the following five years. It is updated<br />

every year, so the plans for the "out years" (i.e. years bey<strong>on</strong>d the upcoming<br />

years) change regularly. Input for the PP is provided by "assistant program<br />

managers", who are resp<strong>on</strong>sible for particular <str<strong>on</strong>g>to</str<strong>on</strong>g>pics, with the help of the M&O<br />

c<strong>on</strong>trac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <strong>and</strong> participants. The plans for each <str<strong>on</strong>g>to</str<strong>on</strong>g>pic area are compiled in<str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>on</strong>e<br />

document, the PP, which then goes through an internal DOE approval procedure.<br />

Much of what is c<strong>on</strong>tained in the PP is for the purposes of budgeting, so that the<br />

DOE can see what the technical implicati<strong>on</strong>s are of reducing research plans <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
