<strong>and</strong> disposal opti<strong>on</strong>s but it is at an early stage of development in the UK c<strong>on</strong>text.<br />
Other research <strong>and</strong> development issues for s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage systems brought <str<strong>on</strong>g>to</str<strong>on</strong>g> our<br />
attenti<strong>on</strong> in meetings with NDA, SLCs, British Energy <strong>and</strong> at the IoP S<str<strong>on</strong>g>to</str<strong>on</strong>g>rage<br />
R&D meeting (CoRWM doc. 2519) include:<br />
• Especially for older existing s<str<strong>on</strong>g>to</str<strong>on</strong>g>res, how do we make better predicti<strong>on</strong>s of<br />
their lifetimes, how can ventilati<strong>on</strong> systems be improved, how can c<strong>on</strong>diti<strong>on</strong>s<br />
in the s<str<strong>on</strong>g>to</str<strong>on</strong>g>re be better m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>red <strong>and</strong> better arrangements be introduced for<br />
inspecting waste packages?<br />
• For future s<str<strong>on</strong>g>to</str<strong>on</strong>g>res, who is performing R&D <strong>on</strong> the newer mini-s<str<strong>on</strong>g>to</str<strong>on</strong>g>re c<strong>on</strong>cept<br />
now being c<strong>on</strong>sidered?<br />
• If Scotl<strong>and</strong> plans extended near-site, near-surface s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage as an opti<strong>on</strong> in its<br />
own right then R&D will be needed <str<strong>on</strong>g>to</str<strong>on</strong>g> develop appropriate c<strong>on</strong>cepts <strong>and</strong><br />
detailed designs.<br />
A.17 The first point is highlighted in paragraphs 3.36-3.38 of the CoRWM Interim<br />
S<str<strong>on</strong>g>to</str<strong>on</strong>g>rage report (CoRWM doc. 2500) which covers the lack of suitable atmosphere<br />
c<strong>on</strong>trol in some older s<str<strong>on</strong>g>to</str<strong>on</strong>g>res. This has led <str<strong>on</strong>g>to</str<strong>on</strong>g> waste c<strong>on</strong>tainer corrosi<strong>on</strong> that is<br />
faster than that envisaged when the LoC was issued, due in large part <str<strong>on</strong>g>to</str<strong>on</strong>g> salty<br />
coastal atmospheres. As a result it is more likely that remedial acti<strong>on</strong> (e.g.<br />
overpacking will eventually be needed prior <str<strong>on</strong>g>to</str<strong>on</strong>g> waste transport <strong>and</strong> disposal.<br />
There is a need <str<strong>on</strong>g>to</str<strong>on</strong>g> assess opti<strong>on</strong>s for improving ventilati<strong>on</strong> systems <strong>and</strong> for<br />
m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>ring atmospheric c<strong>on</strong>diti<strong>on</strong>s in s<str<strong>on</strong>g>to</str<strong>on</strong>g>res where such c<strong>on</strong>diti<strong>on</strong>s exist or could<br />
occur in future. It is also essential that new s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage systems are designed with<br />
appropriate ventilati<strong>on</strong> <strong>and</strong> atmosphere m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>ring provisi<strong>on</strong>s. They should also<br />
have appropriate arrangements <strong>and</strong> regimes for m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>ring <strong>and</strong> inspecting waste<br />
packages. The industry recognises it is not able <str<strong>on</strong>g>to</str<strong>on</strong>g> carry out more than very<br />
limited inspecti<strong>on</strong> <strong>on</strong> ILW packages in some s<str<strong>on</strong>g>to</str<strong>on</strong>g>res <strong>and</strong> that R&D is required <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
develop remote m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>ring <strong>and</strong> inspecti<strong>on</strong> techniques (CoRWM doc. 2630).<br />
Some of these points are recognised in the NDA UK s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage review (NDA,<br />
<str<strong>on</strong>g>2009</str<strong>on</strong>g>d).<br />
A.18 Further R&D is needed <str<strong>on</strong>g>to</str<strong>on</strong>g> dem<strong>on</strong>strate that existing s<str<strong>on</strong>g>to</str<strong>on</strong>g>res will achieve the<br />
design lives claimed for them <strong>and</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> assess whether these lives can be<br />
extended, <strong>and</strong> if so by how much. If c<strong>on</strong>trolled atmosphere s<str<strong>on</strong>g>to</str<strong>on</strong>g>res are <str<strong>on</strong>g>to</str<strong>on</strong>g> be<br />
required for many decades, R&D in<str<strong>on</strong>g>to</str<strong>on</strong>g> atmosphere-independent packages (such<br />
as ceramic overpacks) may be needed. The opti<strong>on</strong> of using of such packages<br />
could then be compared with the c<strong>on</strong>trolled atmosphere opti<strong>on</strong>.<br />
Management of Spent Fuels<br />
A.19 The existing <strong>and</strong> committed UK inven<str<strong>on</strong>g>to</str<strong>on</strong>g>ry of spent or used nuclear fuels can be<br />
divided in<str<strong>on</strong>g>to</str<strong>on</strong>g> categories depending <strong>on</strong> type <strong>and</strong> source. The categories are:<br />
Magnox fuel, advanced gas cooled reac<str<strong>on</strong>g>to</str<strong>on</strong>g>r (AGR), pressurised water reac<str<strong>on</strong>g>to</str<strong>on</strong>g>r<br />
(PWR) fuel, “exotic” fuels <strong>and</strong> MoD fuels. The current management strategy for<br />
each is summarised below al<strong>on</strong>g with the related current <strong>and</strong> planned R&D <strong>and</strong><br />
areas in which further R&D is likely <str<strong>on</strong>g>to</str<strong>on</strong>g> be needed are highlighted. An opti<strong>on</strong><br />
related <str<strong>on</strong>g>to</str<strong>on</strong>g> the l<strong>on</strong>g-term management of spent fuels that is rapidly gaining favour<br />
is dry s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage <strong>and</strong> R&D issues c<strong>on</strong>nected <str<strong>on</strong>g>to</str<strong>on</strong>g> this are also identified below.<br />
