requirements will help the SLCs <str<strong>on</strong>g>to</str<strong>on</strong>g> focus <strong>on</strong> overall programme delivery <strong>and</strong> not<br />

just short-term activities”. This document is being revised <str<strong>on</strong>g>to</str<strong>on</strong>g> reflect the creati<strong>on</strong> of<br />

the NDA’s Radioactive Waste Management Direc<str<strong>on</strong>g>to</str<strong>on</strong>g>rate (para. 3.17) <strong>and</strong> provide<br />

an updated descripti<strong>on</strong> of NDA’s n<strong>on</strong>-site R&D.<br />

3.9 The NDA role is primarily <strong>on</strong>e of strategic <strong>and</strong> c<strong>on</strong>tract management, helping <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

avoid duplicati<strong>on</strong> of similar work over its seven SLCs. The NDA <strong>Research</strong> Board<br />

<strong>on</strong> Nuclear Decommissi<strong>on</strong>ing <strong>and</strong> Waste Clean Up (NDARB) is an advisory body<br />

which provides high-level oversight, <strong>and</strong> has members from government<br />

departments, regula<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <strong>and</strong> <strong>Research</strong> Councils. It also has two independent<br />

members including <strong>on</strong>e from HSE’s Nuclear Safety <strong>Research</strong> Review Group<br />

(previously a sub-committee of the Nuclear Safety Advisory Committee (NuSAC),<br />

which has been disb<strong>and</strong>ed). The primary objective of NDARB, which meets every<br />

four m<strong>on</strong>ths (see NDARB Terms of Reference 2 ), is <str<strong>on</strong>g>to</str<strong>on</strong>g>:<br />

“promote a comm<strong>on</strong> underst<strong>and</strong>ing <strong>and</strong> collaborati<strong>on</strong> between relevant<br />

bodies across the UK about respective R&D needs, risks <strong>and</strong> opportunities<br />

required <str<strong>on</strong>g>to</str<strong>on</strong>g> enable the delivery of the NDA missi<strong>on</strong>. Where appropriate these<br />

activities will be linked <str<strong>on</strong>g>to</str<strong>on</strong>g> l<strong>on</strong>g term skills <strong>and</strong> capability requirements.”.<br />

3.10 At the operati<strong>on</strong>al level, the Nuclear Waste <strong>Research</strong> Forum (NWRF) was set up<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> share informati<strong>on</strong> <strong>and</strong> create networks between SLCs. It reports <str<strong>on</strong>g>to</str<strong>on</strong>g> NDARB.<br />

NWRF includes representatives from NDA, its SLCs, RWMD, AWE <strong>and</strong> the<br />

regula<str<strong>on</strong>g>to</str<strong>on</strong>g>rs (NII, EA, SEPA <strong>and</strong> the Department for Transport (DfT)), the Ministry<br />

of Defence (MoD) <strong>and</strong> British Energy. It meets every three m<strong>on</strong>ths. A number of<br />

NWRF sub-groups have been established <str<strong>on</strong>g>to</str<strong>on</strong>g> look at generic <str<strong>on</strong>g>to</str<strong>on</strong>g>pics comm<strong>on</strong><br />

across SLCs <strong>and</strong> other waste producers. These <str<strong>on</strong>g>to</str<strong>on</strong>g>pics include waste packaging,<br />

wet wastes, sludges <strong>and</strong> heels characterisati<strong>on</strong>, remote size reducti<strong>on</strong> <strong>and</strong><br />

dismantling, categorisati<strong>on</strong> <strong>and</strong> re-categorisati<strong>on</strong> of wastes, dec<strong>on</strong>taminati<strong>on</strong>,<br />

high temperature processes, orphan wastes, <strong>and</strong> c<strong>on</strong>taminated l<strong>and</strong> <strong>and</strong> site end<br />

states. A new sub-group <strong>on</strong> interim s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage held its first meeting in June <str<strong>on</strong>g>2009</str<strong>on</strong>g>.<br />

3.11 From feedback CoRWM has received at meetings with regula<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <strong>and</strong> the SLCs<br />

involved, the NWRF is perceived <str<strong>on</strong>g>to</str<strong>on</strong>g> be generally working effectively. NWRF is<br />

recognised as a good meeting point <str<strong>on</strong>g>to</str<strong>on</strong>g> share ideas <strong>and</strong> identify areas of comm<strong>on</strong><br />

interest. Progress has been made where it is possible <str<strong>on</strong>g>to</str<strong>on</strong>g> find simple pragmatic<br />

soluti<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> short-term operati<strong>on</strong>al problems, <strong>and</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> put in h<strong>and</strong> R&D which<br />

addresses specific problem areas <strong>and</strong> delivers soluti<strong>on</strong>s. However, CoRWM<br />

underst<strong>and</strong>s that there have been some difficulties caused by lack of technical<br />

pers<strong>on</strong>nel <str<strong>on</strong>g>to</str<strong>on</strong>g> do the work or by limited access <str<strong>on</strong>g>to</str<strong>on</strong>g> funding for l<strong>on</strong>ger-term R&D<br />

because of competiti<strong>on</strong> with short-term operati<strong>on</strong>al claims (CoRWM docs. 2386,<br />

2519, 2464).<br />
