The activities of the Presidium and<br />
the Executive Bureau were planned<br />
three months in advance (for each<br />
quarter of the year) as was the preparation<br />
of the materials to be submitted<br />
for discussion and approval. The<br />
plans were drawn up by the Department<br />
of Administration and Network<br />
Planning on the basis of suggestions<br />
made by members of the OCOG-80, its<br />
Presidium and the Executive Bureau,<br />
by department chiefs, and by the<br />
participating ministries, government<br />
agencies and public organisations.<br />
The quarterly plans were actually<br />
lists of topics for consideration by the<br />
Presidium and by the Executive<br />
Bureau. Deadlines for submission of<br />
the materials on each question to be<br />
discussed by the meeting were indicated<br />
and persons responsible for the<br />
preparation of the materials and<br />
speakers were named. The type of<br />
materials to be submitted had been<br />
established specifically by a directive<br />
from the President. Each question<br />
under discussion required a short<br />
memorandum on the subject and a<br />
draft resolution of the Presidium or<br />
Executive Bureau containing concrete<br />
decisions and assignments and listing<br />
those responsible for their execution.<br />
These preliminary lists of main<br />
topics were considered at the meetings<br />
of the Presidium and the Executive<br />
Bureau. When approved, the lists<br />
were presented to the President for<br />
signing.<br />
