Rule 42 of the Olympic Charter<br />
states: "Each IFs recognised by the<br />
IOC has full control of the technical<br />
direction of its sport." In accordance<br />
with Rule 43 of the Charter, the IFs<br />
appoint the necessary number of technical<br />
officials (referees, judges, timekeepers<br />
and inspectors) as well as<br />
members of the board of referees and<br />
judges.<br />
At the December 1979 Session of<br />
the IOC Executive Board in Nagoya, as<br />
has already been mentioned in this<br />
chapter, it was worked out, on agreement<br />
with each IF, how many officials<br />
(including the IF leadership and technical<br />
delegates) would take part from<br />
each IF in staging the events of the<br />
1980 Olympics.<br />
All in all, 1,247 IF officials—<br />
presidents, general secretaries, technical<br />
delegates, members of the board<br />
of referees and judges and technical<br />
officials (referees)—from 77 countries<br />
took part in refereeing the Games of<br />
the XXII Olympiad.<br />

referees and judges and on the jury.<br />
For instance, there were 24 such<br />
representatives from the USA, 14 from<br />
the FRG, 18 from Japan and so on.<br />
In keeping with tradition, the<br />
largest number of referees and jury<br />
members, as at previous Games, were<br />
representatives of the country in<br />
which the Games were held.<br />
