the organisation of the Olympic<br />

Regatta in Tallinn, of the football<br />

tournament in Leningrad, Kiev, and<br />

Minsk, in the establishment of the<br />

route and organisation of the Olympic<br />

Torch Relay from Olympia to<br />

Moscow.<br />

The final stage saw the Presidium<br />

concentrating on checking the availability<br />

of the sports installations and<br />

other facilities for the Games, particularly<br />

of the Main Press Centre, Olympic<br />

Television and Radio Complex,<br />

ACS "Olympiad", communications and<br />

transport facilities.<br />

Prominent on the agenda were<br />

matters relating to the setting-up of<br />

the Olympic Village, to the accommodation<br />

of national teams in it, and to<br />

services to be provided for the participants<br />

and officials.<br />

The Presidium had control over<br />

the organisations responsible for preliminary<br />

arrangements at the hotels<br />

assigned for the guests of honour,<br />

officials, the media, foreign and Soviet<br />

tourists, at the restaurants, cafeterias,<br />

cafés and bars, service establishments<br />

and shops.<br />

The Presidium of the OCOG reviewed<br />

several times the scripts of the<br />

Opening and Closing ceremonies of<br />

the Games of the XXII Olympiad,<br />

examined the progress of preparations<br />

for the ceremonies. The Presidium<br />

discussed and settled all practical<br />

matters relating to the ceremonial<br />

opening of the 83rd Session of the<br />

IOC and to its regular meetings, and<br />

questions relating to the Congresses<br />

of IFs and of other international and<br />

regional sports associations.<br />

An organisational framework for<br />

the administration of the Games was<br />

outlined and established at the final<br />

stage under the direction of the Presidium.<br />

At all the preparatory stages, the<br />

Presidium paid close attention to international<br />

relations, to the development<br />

and strengthening of contacts<br />

with the IOC, IFs, and NOCs recognised<br />

by the IOC, as well as with other<br />

international and regional sports associations.<br />

At its meetings the Presidium<br />

heard the reports of the heads<br />

of delegations returning from the IOC<br />

sessions or from talks with NOCs or<br />

IFs concerning arrangements for the<br />

Games and the development of the<br />

Olympic movement in general. The<br />

Presidium adopted specific resolutions<br />

on the results of each visit and<br />

approved undertakings which set the<br />

lines for future work.<br />

The Executive Bureau met to discuss<br />

and settle matters ensuing from<br />

the objectives and functions of the<br />

OCOG-80 designed to ensure the success<br />

of the Games. Many important<br />

issues were examined by the Executive<br />

Bureau before they were submitted<br />

to the Presidium. The Executive<br />

Bureau concentrated mainly on the<br />

activities of the OCOG-80 departments.<br />

It regularly heard reports of<br />

their chiefs on the implementation of<br />

plans and assignments.<br />

The Executive Bureau studied all<br />

the questions involved in the<br />

economic programme, ratified all the<br />

agreements between the OCOG-80
