NOTE: If the Marine refuses to acknowledge (sign) an<br />

adverse/derogatory entry, add the statement “Marine refuses to<br />

acknowledge this entry” at the bottom of the entry. By refusing<br />

to acknowledge the entry the Marine forfeits the opportunity to<br />

make a rebuttal statement. Make a counter-entry immediately<br />

following the counseling entry to verify the Marine was made<br />

aware of the adverse/derogatory entry. The verification<br />

counter-entry may be signed by direction of the commanding<br />

officer.<br />

f. Certain entries require<br />

authentication by the commanding officer and/or acknowledgment<br />

(signature) by the Marine. These specific signature requirements<br />

are indicated in the text or sample entries. All other page 11<br />

entries may be signed by direction of the commanding officer<br />

(unit commander) unless otherwise indicated. “Unit Commander” is<br />

defined as the company, battery, or squadron commander or their<br />

functional equivalent; i.e., OIC, I-I, etc. (See paragraph<br />

4001.4h concerning signatures.)<br />

3. Authorized<br />

Entries<br />

a. In Hands of Civil Authorities (IHCA)/In Hands of Foreign<br />

Authorities (IHFA). When the Marine is IHCA/IHFA and later<br />

acquitted or released without trial, record inclusive dates of<br />

confinement and the fact of acquittal or release without trial.<br />

If convicted, record date of arrest, nature and date of the<br />

offense, trial date, the fact of conviction, sentence adjudged,<br />

and action taken by the commander.<br />

b. Personnel Reliability Program (PRP)<br />

(1) Preliminary screening incident to transfer for<br />

training which will lead to a PRP assignment is required. Sample<br />
