The SRB is designed for recording specified information about a<br />
Marine at the time of enlistment, changes in status, and pertinent<br />
events which affect the Marine's military service. The SRB is used<br />
in determining duty assignments, promotion data, eligibility for<br />
overseas service, etc., and serves as the basis for reporting<br />
information into the MCTFS.<br />

The OQR and SRB is considered confidential in nature. Therefore,<br />
divulge no information from it, except to persons properly and<br />
directly concerned in the performance of their assigned duties.<br />
Chapter 12 of <strong>MCO</strong> P5211.2 provides guidelines for release of<br />
personal information. Refer questionable requests to the commander<br />
for decision. To ensure accountability, the OQR and SRB must be<br />
returned to the personnel office or sufficiently safeguarded at the<br />
end of each workday.<br />
4. Custody. Grant access only to the Marine or those persons<br />
officially working with the OQR/SRB. When Marines desire to<br />
examine their SRB, they may do so, but only in the presence of the<br />
custodian. Officers may examine their OQR whenever they desire to<br />
do so.<br />
2004. GENERAL INSTRUCTIONS ON THE CARE AND MAINTENANCE OF THE OQR<br />
AND SRB<br />

Responsibility. Responsibility for the care and maintenance,<br />
including opening and assembly, custody, timely forwarding, making<br />
entries, closing, etc., rests with the commander. Although the<br />
commander may appoint a custodian to perform these functions, the<br />
commander cannot delegate the responsibility. Responsibility for<br />
making entries includes entries concerning desertion and<br />
unauthorized absence, even though such entries reflect events which<br />
may have occurred before the Marine was joined by the current<br />
organization. (See paragraph 4007 regarding unauthorized absence<br />
and desertion entries.) As provided in the Uniform Code of<br />
Military Justice, Article 43, and Manual for Courts-Martial, United<br />
States 1995, paragraph 403(a), the responsibility for receipt of<br />
sworn charges and specifications sufficient to terminate the<br />
running of the statute of limitations rests with an officer<br />
exercising summary court-martial jurisdiction over the command.<br />
