f. At their discretion, SMCR commanders may grant the<br />
Inspector-Instructor of an SMCR unit or Active Duty commanding<br />
officer, in the case of 4th MAW SMCR units, by direction authority<br />
to sign OQR entries of a record keeping nature on members of the<br />
SMCR unit. By direction authority should not include entries which<br />
require the opinion or decision of the SMCR commander or entries<br />
specifically requiring the SMCR commander's signature. Indicate<br />
signature entries by the Inspector-Instructor or Active Duty<br />
commander as "By dir" rather than "I-I" or "CO."<br />
g. When two or more successive entries requiring a signature<br />
are made at one time, the signature may be placed opposite the last<br />
entry and the remaining signature space crossed out by a diagonal<br />
line.<br />
2006. LOST OR MISSING OQR AND SRB. In cases where an OQR/SRB is<br />
lost or missing, the commander will accomplish the following:<br />
1. Prepare a temporary OQR/SRB as soon as needed but no later than<br />
30 days after the loss is discovered. Insert those pages needed to<br />
record the standard identifying data (name, grade, SSN, MOS,<br />
Component), present duties, and other entries concerning changes<br />
which are normally recorded. Place the word "Temporary" on the<br />
cover and at the bottom of each page.<br />
2.<br />
If a BIR/BTR is not available, print one from the MCTFS to assist<br />
in establishing the temporary record.<br />
3. Make every effort to find the original OQR/SRB. If the Marine<br />
was joined without an OQR/SRB, check the command from which<br />
transferred and all commands to which the Marine reported enroute.<br />
