IRAM 3005<br />

3.3.1.2 requires a permanent record of ATC ratings. Make an entry<br />

upon initial certification of ATC ratings. Local ATC recertifications<br />

do not require additional entries in the service record.<br />

The initial certification entry is in addition to the entries<br />

required in the Marine's ATC training and qualification record<br />

(NAVMC 11004). NAVAIR 00-80T-114, paragraph 4.4, requires an<br />

entry when certification as an ATC is suspended or revoked.<br />

NAVAIR 00-80T-114 further stipulates that a suspension or revocation<br />

is an administrative action and is not to be construed as<br />

disciplinary action. That information must be included as part<br />

of the entry. The Marine will sign the suspension/revocation<br />

entry. Sample entry:<br />

"(Date). ATC Rating(s) (type(s)) is/are (suspended or<br />

revoked) this date. I acknowledge this (suspension or<br />

revocation) as an administrative action authorized by the ATC<br />

officer and that this action is not of a disciplinary nature."<br />

i. Misconduct or Substandard Performance Counseling. An<br />

entry may be used to reflect counseling concerning misconduct or<br />

substandard performance. The Marine will acknowledge (sign) the<br />

counseling entry. This entry must include the language in<br />

paragraph 3005.2d concerning the officer's right to submit a<br />

rebuttal. (See paragraph 4006.3r(a) for rebuttal statement<br />

guidance.) Sample entry:<br />

“(Date). Counseled this date concerning (misconduct)<br />

(substandard performance): (brief description of misconduct or<br />

substandard performance). I was advised that within 5 working<br />

days after acknowledgment of this entry, a written rebuttal can<br />

be submitted and this rebuttal will be filed on the document side<br />

of the OQR. I choose (to) (not to) make such a rebuttal."<br />

j. Hostile Fire Area Assignment. Marines desiring to waive<br />

their OCD and volunteer for a second tour in a designated hostile<br />

fire area must sign the following entry. (Refer to <strong>MCO</strong> P1300.8.)<br />

“(Date). I hereby waive my OCD and request assignment to<br />

(designated hostile fire area). I understand that this waiver<br />

does not guarantee a particular location and my ultimate assignment<br />

overseas will be predicated on the needs of the Marine<br />

Corps.<br />
