d. For Marines who receive a hardship discharge, ensure a<br />

complete copy of the hardship discharge package (to include<br />

approval) is filed on the document side of the service record prior<br />

to mailing.<br />

4. In the event the organization is being disbanded or an FMF unit<br />

is deploying prior to the 91st day of absence, forward the<br />

deserter's service, health, and dental records to the CMC (POS-40)<br />

with an explanation why they are being forwarded prior to the 91st<br />

day of absence. Marine Air Training Support Group-90, Marine<br />

barracks, Marine Corps security forces companies, Marine<br />

detachments, formal interservice schools, and separate Marine<br />

commands which do not have general court-martial authority will<br />

forward service record, health, and dental records on the day a<br />

Marine is declared a deserter, provided all administrative action<br />

is completed. WESTPAC commands will comply with the instructions<br />

contained in <strong>MCO</strong> P5800.16, LEGADMINMAN.<br />

5. The Commanding Officer, Officer Candidate School will forward<br />

the service record, to include health record and all SF 600 sick<br />

call treatment forms (dental records are not prepared for officer<br />

candidates), to the CG, MCRSC for processing and determination of<br />

any unfilled service obligation. The service record becomes the<br />

candidate's OMPF. It will, at a minimum, consist of the original<br />

DD Form 4 (if not previously forwarded to the CMC (MMSB-20)), pages<br />

3, 11, (NAVMC 10132, 13 and 13A, if applicable), the RED, SGLI<br />

Election Form, and any documents pertinent to the candidates period<br />

of service. MECEP, ECP and SMCR PLC drops will hand-carry their<br />

service records upon return to the SMCR unit or upon transfer/<br />

return to a designated duty station. Forward service records for<br />

MECEP, ECP and SMCR PLC who are discharged to the CG, MCRSC.<br />

6. Upon discharge or retirement from the Regular Establishment,<br />

release from active duty, and transfer to the SMCR/IRR (excluding<br />

release from a period of IADT, EAD, or AR - this exclusion does not<br />

apply to Reserve personnel on EAD due to presidential call<br />

up/mobilization), and transfer to the FMCR, TDRL, or PDRL, print a<br />
