e. Certain entries may require authentication by the<br />

Commanding officer and/or acknowledgment by the Marine. These<br />

specific signature requirements are indicated in the text or<br />

sample entries. All other page 11 entries may be signed by<br />

direction of the commanding officer (unit commander) unless<br />

otherwise indicated. "Unit Commander" is defined as the company,<br />

battery, or squadron commander or their functional equivalent;<br />

i.e., OIC, I-I, etc. (See paragraph 2005.4 concerning<br />

signatures.)<br />

3. Authorized Entries<br />

a. In Hands of Civil Authorities (IHCA)/In Hands of Foreign<br />

Authorities (IHFA). When the Marine is IHCA/IHFA and later<br />

acquitted or released without trial, record inclusive dates of<br />

confinement and the tact of acquittal or released without trial.<br />

If convicted, record date of arrest, nature and date of the<br />

offense, trial date, the fact of conviction, sentence adjudged,<br />

and the action taken by the commander.<br />

b. Personnel Reliability Program (PRP)<br />

(1) Preliminary screening incident to transfer for training<br />

which will lead to a PRP assignment is required. Sample<br />

entry:<br />

“(Date). Preliminary PRP screening for personnel<br />

records, medical evaluation, and personnel interview IAW SECNAV-<br />

INST 5510.35. Appropriate investigation initiated. You are<br />

suitable for transfer for training. Major. J. DONATO, CO,<br />

23May94.”<br />

(2) Formal PRP Screening is required for personnel who<br />

engage in training leading to a PRP assignment. The training<br />

command will review the individual's personnel record to assure<br />

that the preliminary screening was done. If the individual is<br />

not qualified based on this record review alone, the training<br />

command will briefly state that the member was found unsuitable<br />

for PRP training assignment.<br />

“(Date). Formal PRP Screening has been conducted.<br />

Based upon review of records, you were found unsuitable for PRP<br />

training and assignment IAW SECNAVINST 5510.35. LtCol J. F.<br />

ALLEN, USMC, CO."<br />
