relief efforts (i.e., California Loma Prieta Earthquake Relief,<br />

etc.) are considered to be significant events in a Marine's<br />

military career.<br />

(2) Restrictions<br />

(a) Do not make entries on page 11 which concern<br />

administrative discharge or competency review proceedings if they<br />

do not, upon final review, result in discharge or reduction.<br />

(b) Commanders will not use page 11 as a local<br />

training record. Do not make entries to document local<br />

indoctrination lectures or acknowledgment of certain local<br />

regulations pertaining to drug/alcohol, uniform, and<br />

fraternization policies. As an exception, the commanding<br />

Officer, MSG Battalion may make necessary counseling entries<br />

regarding fraternization with civilian personnel upon assignment<br />

of the Marines to certain posts.<br />

(c) Do not make separate entries for assignment to or<br />

removal from the weight control/military appearance program. The<br />

administrative separation counseling entry required by <strong>MCO</strong><br />

P1900.16 upon assignment to weight control, the completion of<br />

enclosure (4) to <strong>MCO</strong> 6100.10, the assignment and removal entries<br />

reported in MCTFS, and entries made in the Marine's health record<br />

are considered sufficient to satisfy the recording and<br />

documentation requirements. There is no requirement other than<br />

the MCTFS entry, to record a Marine's removal from weight<br />

control/military appearance program.<br />

4007. UNIT PUNISHMENT BOOK (5812) (NAVMC 10132)<br />

1. NAVMC 10132 is designed for recording offenses and<br />

punishments, for establishing command jurisdiction at time of<br />

offense, and accounting for unauthorized absences (in excess of<br />

24 hours) and marks of desertion. Upon immediate reenlistment,<br />

reproduce any NAVMC 10132 and forward the copy(ies) per table<br />

4-1, column B. See paragraph 4003.3.)<br />

2. The offenses and punishment section is designed for recording<br />

nonjudicial punishment (NJP) and UA. The time a Marine spends<br />
