<strong>in</strong> <strong>the</strong> costs of <strong>the</strong> Napoleonic Wars. 64 Bathurst was aga<strong>in</strong>st any sacrifice of <strong>British</strong><br />

conquests. While protect<strong>in</strong>g Brita<strong>in</strong>’s <strong>in</strong>terests <strong>in</strong> Africa <strong>in</strong> <strong>the</strong> 1820s, Bathurst turned<br />

his attention to ano<strong>the</strong>r European aggressor, Russia, who was look<strong>in</strong>g for an<br />

opportunity to expand her empire <strong>in</strong> <strong>the</strong> Sou<strong>the</strong>rn Mediterranean.<br />

Russophobia affected Bathurst’s attitude and policies concern<strong>in</strong>g Brita<strong>in</strong>’s<br />

Mediterranean possessions. 65 When <strong>the</strong> Greek War of Independence broke out,<br />

Bathurst suspected Imperial Russia would get <strong>in</strong>volved <strong>in</strong> <strong>the</strong> revolt as <strong>the</strong> self-<br />

proclaimed protector of Greek <strong>in</strong>dependence. Russia saw itself as “successor to <strong>the</strong><br />

Ottoman Empire, and ruler of <strong>the</strong> Orthodox Greek populations of <strong>the</strong> Balkans and<br />

Levant”. 66 However, Bathurst, Castlereagh and Cann<strong>in</strong>g favoured <strong>the</strong> preservation of<br />

<strong>the</strong> Ottoman Empire as a balance between <strong>the</strong> Great Powers and warned <strong>the</strong> Tsar to<br />

restra<strong>in</strong> from support<strong>in</strong>g <strong>the</strong> revolt. 67<br />

It was not surpris<strong>in</strong>g Maitland, with Bathurst’s bless<strong>in</strong>gs, had excluded those<br />

close to Capodistria’s family from <strong>the</strong> adm<strong>in</strong>istration of <strong>the</strong> <strong>Ionian</strong> state. Officially,<br />

<strong>the</strong>y were removed because <strong>the</strong>y were corrupt. Un<strong>official</strong>ly, <strong>the</strong> <strong>British</strong> believed<br />

those families were ‘poisoned’ by Russian <strong>in</strong>fluences. 68 Bathurst’s solution for<br />

keep<strong>in</strong>g <strong>Ionian</strong>s out of <strong>the</strong> Greek struggle and protect<strong>in</strong>g Brita<strong>in</strong>’s presence <strong>in</strong> <strong>the</strong><br />

<strong>Islands</strong> was to <strong>in</strong>stitute a policy of neutrality and non-<strong>in</strong>terference, punish<strong>in</strong>g those<br />
