At <strong>the</strong> time of <strong>the</strong> rumours <strong>the</strong> Colonial Office was still uncerta<strong>in</strong> whe<strong>the</strong>r<br />

annexation would occur. 138 Newcastle and Russell did not <strong>in</strong>form Storks of <strong>the</strong><br />

events until after <strong>the</strong> decision was made for <strong>the</strong> union. Nei<strong>the</strong>r Storks nor any<br />

<strong>Ionian</strong>s were <strong>in</strong>volved <strong>in</strong> <strong>the</strong> negotiations, although <strong>the</strong> Assembly had to approve <strong>the</strong><br />

Treaty after it was drafted. 139 Dur<strong>in</strong>g <strong>the</strong> negotiations, to prevent any protest from <strong>the</strong><br />

Assembly regard<strong>in</strong>g <strong>the</strong> demolition of <strong>the</strong> fortifications and <strong>the</strong> <strong>Ionian</strong>s' contribution<br />

to <strong>the</strong> K<strong>in</strong>g's civil list, Newcastle and Russell asked Storks to prorogue <strong>the</strong> Assembly<br />

until <strong>the</strong> Treaty was ready for <strong>the</strong>ir vote. 140 Many <strong>Ionian</strong>s were angry about <strong>the</strong><br />

demolition of <strong>the</strong> fortifications and <strong>the</strong> contribution to <strong>the</strong> civil list and Newcastle<br />

and Russell were concerned that debates <strong>in</strong> <strong>the</strong> Assembly over <strong>the</strong>se issues would<br />

have risked Parliamentary support for <strong>the</strong> union. 141 So concerned were Newcastle<br />

and Russell over <strong>Ionian</strong> sentiment that <strong>the</strong>y asked Storks to send <strong>the</strong>m drafts of his<br />
