promised <strong>the</strong>re would be no misuse or abuse by <strong>the</strong> Legislative Assembly if <strong>the</strong>y<br />

were given <strong>the</strong> right to regulate and amend <strong>the</strong>ir extraord<strong>in</strong>ary estimates. 52 Seaton,<br />

draw<strong>in</strong>g on his experiences <strong>in</strong> Lower Canada, believed <strong>the</strong> grant<strong>in</strong>g of liberal<br />

concessions by <strong>the</strong> <strong>British</strong> government ra<strong>the</strong>r than <strong>the</strong>ir forced concession due to<br />

circumstances were vital <strong>in</strong> accelerat<strong>in</strong>g reforms <strong>in</strong> <strong>the</strong> Sept<strong>in</strong>sula.<br />

Colonial <strong>official</strong>s, particularly Stephen, were concerned Brita<strong>in</strong> might lose<br />

control over affairs <strong>in</strong> <strong>the</strong> <strong>Ionian</strong> <strong>Islands</strong>. The Civil List expenditure was not<br />

guaranteed and Stephen feared <strong>the</strong> Assembly would “[cut] down salaries <strong>in</strong>stead of<br />

<strong>in</strong>creas<strong>in</strong>g <strong>the</strong>m, and so [br<strong>in</strong>g] <strong>the</strong> government <strong>in</strong>to subservience to <strong>the</strong>mselves”,<br />

thus plac<strong>in</strong>g “<strong>the</strong> <strong>Ionian</strong> government … <strong>in</strong> complete dependence on <strong>the</strong> <strong>Ionian</strong><br />

Assembly”. 53 He wanted assurances protect<strong>in</strong>g <strong>the</strong> Civil List expenditure before<br />

allow<strong>in</strong>g <strong>the</strong> Assembly to control <strong>the</strong> <strong>Islands</strong>’ f<strong>in</strong>ances, especially <strong>in</strong> light of Brita<strong>in</strong>’s<br />

depressed economic state <strong>in</strong> <strong>the</strong> 1840s. He was also concerned <strong>the</strong> Assembly could<br />

not handle <strong>the</strong> additional responsibilities, fear<strong>in</strong>g <strong>the</strong>y were “guided by a most<br />

corrupt and necessitous people … amongst whom <strong>in</strong>trigue, <strong>in</strong> all its forms, whe<strong>the</strong>r<br />

<strong>in</strong>s<strong>in</strong>uat<strong>in</strong>g or menac<strong>in</strong>g flourishes luxuriantly”. The language employed by Stephen<br />

echoed Maitland’s and Douglas’s representations of <strong>the</strong> <strong>Ionian</strong> people and<br />

highlighted <strong>the</strong> difficulty Seaton faced <strong>in</strong> alter<strong>in</strong>g colonial views of <strong>the</strong> <strong>Ionian</strong>s.<br />

Stanley reiterated Stephen’s argument to Seaton’s proposals and wanted Seaton to<br />

secure payment of <strong>the</strong> Civil List, <strong>the</strong> “mode practiced … <strong>in</strong> Colonies hav<strong>in</strong>g<br />
