never <strong>in</strong>tended to share power with a Maltese council, he was unprepared to do so<br />

with <strong>the</strong> <strong>Ionian</strong>s.<br />

Ra<strong>the</strong>r, Maitland proposed <strong>the</strong> only way to secure admittance to <strong>the</strong><br />

proceed<strong>in</strong>gs of <strong>the</strong> Constitution was to establish a provisional government which<br />

annihilated <strong>the</strong> present constitutions, appo<strong>in</strong>t new <strong>British</strong> officers <strong>in</strong> <strong>the</strong> various<br />

departments, and form an <strong>Ionian</strong> Assembly consist<strong>in</strong>g solely of <strong>Ionian</strong>s who<br />

favoured <strong>the</strong> <strong>British</strong> adm<strong>in</strong>istration. Maitland was certa<strong>in</strong> his proposals would be a<br />

success from <strong>the</strong> <strong>British</strong> perspective. After study<strong>in</strong>g <strong>the</strong> character of <strong>the</strong> <strong>Ionian</strong>s he<br />

knew “what <strong>the</strong>y are look<strong>in</strong>g at is, who has <strong>the</strong> power of giv<strong>in</strong>g Employment and<br />

adm<strong>in</strong>ister<strong>in</strong>g to <strong>the</strong>ir personal <strong>in</strong>terest, and as for <strong>the</strong>ir liberty and <strong>in</strong>dependence, [it]<br />

only means <strong>the</strong> <strong>in</strong>dependence from all judicial proceed<strong>in</strong>gs- and <strong>the</strong> liberty of<br />

plunder<strong>in</strong>g <strong>the</strong>ir country”. Maitland did not expect any opposition <strong>in</strong> his attempt to<br />

enforce authoritarian government, believ<strong>in</strong>g <strong>the</strong> <strong>Ionian</strong>s “detest an honest and<br />

upright government” as “foreign to <strong>the</strong>ir practice and even to <strong>the</strong>ir conceptions- <strong>the</strong>y<br />

can deal, with low cunn<strong>in</strong>g and <strong>in</strong>trigue of all k<strong>in</strong>ds, and <strong>in</strong> sophistry; but <strong>the</strong>y<br />

nei<strong>the</strong>r understand nor appreciate a fair open and manly part”. 80<br />

When Maitland published his views on <strong>Ionian</strong> character, <strong>the</strong> Senate protested<br />

his <strong>official</strong> statements about <strong>the</strong> unfitness of <strong>the</strong> <strong>Ionian</strong> people for representative<br />

government. In response, he dismissed four Senators. 81 He argued <strong>the</strong> <strong>Ionian</strong>s’<br />
