The <strong>British</strong> Parliamentary Papers provide multiple po<strong>in</strong>ts-of-view as <strong>the</strong>y dealt<br />

with major debates about <strong>the</strong> <strong>Islands</strong>, often triggered by parliamentary radicals who<br />

were critical of <strong>the</strong> forms of <strong>British</strong> rule. These debates dealt with more specific<br />

issues concern<strong>in</strong>g <strong>the</strong> <strong>Ionian</strong> <strong>Islands</strong> and allowed an exam<strong>in</strong>ation of <strong>the</strong> vary<strong>in</strong>g<br />

op<strong>in</strong>ions on <strong>the</strong> <strong>Islands</strong> and <strong>the</strong>ir forms of rule.<br />

The Times and <strong>the</strong> Daily News, both of which published parliamentary debates<br />

and colonial dispatches, have been utilised to explore aspects of press coverage and<br />

<strong>the</strong> formation of public op<strong>in</strong>ion on <strong>the</strong> <strong>Ionian</strong> question. While <strong>the</strong>re are a limited<br />

number of articles which exam<strong>in</strong>ed <strong>the</strong> debates on <strong>the</strong> <strong>Ionian</strong> question, <strong>the</strong> papers do<br />

offer a conservative (Times) and a liberal (Daily News) view. They both also<br />

provided a platform for <strong>the</strong> <strong>Ionian</strong>s by publish<strong>in</strong>g <strong>the</strong>ir articles and letters, allow<strong>in</strong>g<br />

<strong>the</strong>m to express <strong>the</strong> <strong>Ionian</strong> po<strong>in</strong>t-of-view on various issues directly to <strong>the</strong> <strong>British</strong><br />

public.<br />

Before <strong>in</strong>vestigat<strong>in</strong>g <strong>the</strong> adm<strong>in</strong>istrative strategies regard<strong>in</strong>g <strong>the</strong> <strong>Ionian</strong> <strong>Islands</strong><br />

and <strong>the</strong>ir <strong>in</strong>habitants, it is necessary to exam<strong>in</strong>e <strong>the</strong> geographical, social and<br />

economic background of <strong>the</strong> <strong>Islands</strong>, from <strong>the</strong>ir years of colonisation by <strong>the</strong><br />

Venetians until <strong>the</strong>ir years as a <strong>British</strong> protectorate. Brita<strong>in</strong> <strong>in</strong>herited <strong>in</strong>tact an <strong>Ionian</strong><br />

society <strong>the</strong> Venetians had played a significant part <strong>in</strong> creat<strong>in</strong>g, and this colonial<br />

history was important <strong>in</strong> how <strong>the</strong> <strong>British</strong> would view <strong>the</strong> <strong>Islands</strong>.<br />
