degree of autonomy regard<strong>in</strong>g <strong>the</strong>ir own adm<strong>in</strong>istration. Only under <strong>the</strong> strong hand<br />

of <strong>British</strong> protection could <strong>the</strong> <strong>Islands</strong> prosper.<br />

These two <strong>British</strong> politicians represented two oppos<strong>in</strong>g views regard<strong>in</strong>g <strong>the</strong><br />

position of <strong>the</strong> <strong>Islands</strong> and <strong>the</strong>ir form of rule under <strong>the</strong> <strong>British</strong> Empire. Monck<br />

argued colonial rule ought to vary accord<strong>in</strong>g to <strong>the</strong> needs of different peoples and<br />

places. Not all colonial territories were <strong>the</strong> same and, <strong>the</strong>refore, differ<strong>in</strong>g policies<br />

should be applied. The <strong>Islands</strong>’ location determ<strong>in</strong>ed <strong>the</strong>y belonged with<strong>in</strong> <strong>the</strong> scope<br />

of Europe’s civilised nations and, thus, required representative forms of rule.<br />

Geography was also a major argument for Foster, but it was <strong>the</strong>ir strategic position<br />

that was critical to him. The government wanted political and military control of <strong>the</strong><br />

Sou<strong>the</strong>rn Mediterranean under one comprehensive policy.<br />

Monck’s voice was marg<strong>in</strong>al; his motion of <strong>in</strong>quiry was opposed without<br />

division. His argument that Brita<strong>in</strong> had violated her promises of <strong>in</strong>dependence to <strong>the</strong><br />

<strong>Ionian</strong>s failed to conv<strong>in</strong>ce his parliamentary colleagues. Parliament found noth<strong>in</strong>g<br />

absurd or disturb<strong>in</strong>g about <strong>the</strong> anomalous position <strong>in</strong> which <strong>the</strong> <strong>Islands</strong> were placed.<br />

They were under <strong>British</strong> protection, an <strong>in</strong>dependent yet not quite <strong>in</strong>dependent state.<br />

The view enterta<strong>in</strong>ed by <strong>the</strong> government’s spokesman Foster was accepted by <strong>the</strong><br />

House of Commons, thus pav<strong>in</strong>g <strong>the</strong> way for <strong>British</strong> rule.<br />

The follow<strong>in</strong>g analysis of <strong>the</strong> colonial correspondence reveals <strong>the</strong> constant<br />

<strong>British</strong> dialogue between various parties concern<strong>in</strong>g <strong>the</strong> appropriate form of rule for<br />
