Russell and <strong>the</strong> Colonial Office defended Ward's policies aga<strong>in</strong>st <strong>the</strong> criticisms<br />

of <strong>the</strong> radicals. Hawes supported Ward’s martial law policy, as he had Torr<strong>in</strong>gton's <strong>in</strong><br />

Ceylon, argu<strong>in</strong>g it helped Brita<strong>in</strong> susta<strong>in</strong> law and government. 97 Us<strong>in</strong>g Ward’s<br />

dispatches, Hawes described Cephalonia as a place of anarchy where <strong>the</strong> “most<br />

atrocious and horrible” acts were committed by a peasantry driven by “passions and<br />

temptations”. They committed “murders, rapes, robberies, house burn<strong>in</strong>gs” and<br />

threatened “to rip up women big with child, and to kill children, if <strong>the</strong>ir husbands<br />

and fa<strong>the</strong>rs refused to jo<strong>in</strong> <strong>the</strong> banditti”. 98 The situation had been so dangerous that<br />

“with<strong>in</strong> a week that island would have been a desert” had <strong>the</strong> Government failed <strong>in</strong><br />

“apply<strong>in</strong>g <strong>the</strong> promptest and most str<strong>in</strong>gent remedy”. 99 <strong>Ionian</strong>s were crim<strong>in</strong>als and<br />

“semi-barbarians” and deserved to be “treated” as such, respect<strong>in</strong>g “noth<strong>in</strong>g but<br />

actual force”. The <strong>British</strong> government noted <strong>Ionian</strong> authorities also supported his<br />
