at preserv<strong>in</strong>g <strong>the</strong> <strong>in</strong>tegrity of <strong>the</strong> Ottoman Empire, ensur<strong>in</strong>g Russia’s exclusion from<br />

Europe, and safeguard<strong>in</strong>g Brita<strong>in</strong>’s passage to her India territories.<br />

Bathurst’s attempts <strong>in</strong> 1814 to conv<strong>in</strong>ce <strong>the</strong> <strong>British</strong> government that it was <strong>in</strong><br />

Brita<strong>in</strong>’s best <strong>in</strong>terest to colonise <strong>the</strong> <strong>Islands</strong> met with disapproval from o<strong>the</strong>r<br />

m<strong>in</strong>istries. Nei<strong>the</strong>r Castlereagh nor Liverpool considered this idea wise. 23 On <strong>the</strong> eve<br />

of <strong>the</strong> Congress of Vienna, tasked with settl<strong>in</strong>g <strong>the</strong> European territories after <strong>the</strong><br />

Napoleonic wars, <strong>the</strong> <strong>British</strong> cab<strong>in</strong>et failed to form a unanimous view about <strong>the</strong> fate<br />

of <strong>the</strong> <strong>Islands</strong>. By <strong>the</strong> end of March 1815, Castlereagh planned to place <strong>the</strong> <strong>Ionian</strong><br />

<strong>Islands</strong> under Austria’s protection. Austria, however, desired full sovereignty over<br />

<strong>the</strong> <strong>Islands</strong>. Hav<strong>in</strong>g already occupied Nor<strong>the</strong>rn Italian territories Austria wanted to<br />

expand her Empire <strong>in</strong> <strong>the</strong> Mediterranean and rejected Brita<strong>in</strong>’s proposal. Russia’s<br />

foreign m<strong>in</strong>ister, Ioannis Capodistria, a native <strong>Ionian</strong>, opposed <strong>the</strong> colonisation of <strong>the</strong><br />

<strong>Islands</strong> by Austria or Brita<strong>in</strong> and preferred to secure <strong>the</strong>ir <strong>in</strong>dependence. His<br />

compromise would place <strong>the</strong> <strong>Islands</strong> under <strong>the</strong> protection of one of <strong>the</strong> Allies,<br />

preferably Brita<strong>in</strong> if <strong>Ionian</strong> <strong>in</strong>dependence, promised <strong>in</strong> 1809, was impossible. 24 At<br />

<strong>the</strong> close of <strong>the</strong> Congress of Vienna, however, <strong>the</strong> <strong>Ionian</strong> question rema<strong>in</strong>ed<br />

unresolved. 25<br />

In Brita<strong>in</strong>, Bathurst hated Capodistria’s idea, believ<strong>in</strong>g it would leave Brita<strong>in</strong>’s<br />

position “uncerta<strong>in</strong>”. He supported annexation of <strong>the</strong> Sept<strong>in</strong>sula <strong>in</strong>to <strong>the</strong> Empire as<br />

part of a comprehensive colonial Mediterranean policy (with Malta and Gibraltar).<br />
