Deeply concerned about <strong>British</strong> adm<strong>in</strong>istration of <strong>the</strong> <strong>Ionian</strong> <strong>Islands</strong>, he<br />

requested a Commission of Inquiry be established to <strong>in</strong>vestigate <strong>the</strong> <strong>Islands</strong>’ “present<br />

political condition” and report to <strong>the</strong> House <strong>the</strong> <strong>Ionian</strong>s’ feel<strong>in</strong>gs concern<strong>in</strong>g <strong>the</strong>ir<br />

political arrangement with Brita<strong>in</strong>. He argued <strong>the</strong> orig<strong>in</strong>al proclamations issued at <strong>the</strong><br />

beg<strong>in</strong>n<strong>in</strong>g of <strong>the</strong> <strong>British</strong> occupation <strong>in</strong> 1809 had portrayed <strong>the</strong> <strong>British</strong> as <strong>the</strong><br />

liberators of <strong>the</strong> <strong>Ionian</strong> people from <strong>the</strong> “French Yoke” and not as oppressors. He<br />

strongly believed Brita<strong>in</strong> had “violated” <strong>the</strong>ir orig<strong>in</strong>al promises of “liberty and<br />

<strong>in</strong>dependence” towards <strong>the</strong> <strong>Ionian</strong> people. He accused <strong>the</strong> <strong>British</strong> establishment from<br />

1809-1814 of exercis<strong>in</strong>g a “considerable degree of tyranny” by impos<strong>in</strong>g heavy<br />

taxation and practis<strong>in</strong>g <strong>the</strong> “most arbitrary power” <strong>in</strong> prevent<strong>in</strong>g <strong>the</strong> <strong>Ionian</strong>s from<br />

send<strong>in</strong>g <strong>the</strong>ir own representatives to <strong>the</strong> Congress of Vienna. The Great Powers, <strong>in</strong><br />

<strong>the</strong>ir battle for “<strong>the</strong> extent of territory or <strong>the</strong> possession of power”, had betrayed <strong>the</strong><br />

trust of <strong>the</strong> <strong>Ionian</strong> people. 37<br />

The political <strong>in</strong>stability and civil disputes <strong>in</strong> <strong>the</strong> <strong>Islands</strong>, follow<strong>in</strong>g <strong>the</strong><br />

establishment of French rule after <strong>the</strong> Venetians, were regularly used as an argument<br />

aga<strong>in</strong>st grant<strong>in</strong>g <strong>the</strong>m political <strong>in</strong>dependence. This was strongly rejected by Monck,<br />

who argued <strong>the</strong> <strong>Ionian</strong>s “had <strong>the</strong>ir own taste <strong>in</strong> legislation and government; <strong>the</strong>y<br />

would be proud of <strong>the</strong>ir <strong>in</strong>dependence and of <strong>the</strong> power of manag<strong>in</strong>g <strong>the</strong>ir own<br />

concerns”. 38 He ma<strong>in</strong>ta<strong>in</strong>ed <strong>the</strong>y had satisfactorily managed <strong>the</strong>ir own affairs <strong>in</strong> <strong>the</strong><br />
