career, where he had supported electoral reforms and himself benefited from a free<br />

press as editor of a journal, by <strong>the</strong> time he arrived <strong>in</strong> <strong>the</strong> Sept<strong>in</strong>sula, he was already<br />

regrett<strong>in</strong>g his support for <strong>in</strong>creased franchise at home and m<strong>in</strong>dful of <strong>the</strong> events <strong>in</strong><br />

1848. 66 He also brought with him to <strong>the</strong> <strong>Islands</strong> his experience <strong>in</strong> Spa<strong>in</strong> and Mexico<br />

and his contempt for <strong>the</strong>m, and considered <strong>the</strong> <strong>Ionian</strong>s to be of <strong>the</strong> same “breed”.<br />

From his arrival <strong>in</strong> <strong>the</strong> <strong>Islands</strong>, he was critical of Grey's liberalism and Seaton’s<br />

reforms. 67 In advocat<strong>in</strong>g <strong>the</strong> annulment of <strong>the</strong> free press and <strong>in</strong>stitut<strong>in</strong>g a repressive<br />

martial law policy, Ward was attempt<strong>in</strong>g to re<strong>in</strong>state an authoritarian form of<br />

government <strong>in</strong> <strong>the</strong> Sept<strong>in</strong>sula.<br />

Ward’s implementation of martial law and his attempt to resurrect authoritarian<br />

rule provoked outrage among many <strong>Ionian</strong>s. The moderates, many of whom worked<br />

closely with Seaton to <strong>in</strong>troduce reforms, split <strong>in</strong>to two dist<strong>in</strong>ct groups <strong>in</strong> <strong>the</strong><br />

aftermath of <strong>the</strong> Cephalonian upris<strong>in</strong>gs: <strong>the</strong> radicals (Risospasti-Unionists) and<br />

reformers, which became <strong>the</strong> dom<strong>in</strong>ant parties <strong>in</strong> <strong>the</strong> Assembly. Prior to Ward, most<br />

radicals and reformers looked for constitutional improvements with<strong>in</strong> <strong>the</strong> framework<br />

of <strong>the</strong> Protectorate. After <strong>the</strong> Cephalonian upris<strong>in</strong>gs and antagonised by Ward's<br />

policies, <strong>the</strong> reformers aga<strong>in</strong> split and became dist<strong>in</strong>ct political parties. 68 Ward<br />

attempted, but failed, to work with some of <strong>the</strong> reformers, who cont<strong>in</strong>ued to<br />

advocate constitutional reforms with<strong>in</strong> <strong>the</strong> Protectorate. 69 O<strong>the</strong>r parties, angered by<br />

Ward's “tyranny” and obsession with ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>the</strong> Governor's power, <strong>in</strong>creas<strong>in</strong>gly<br />
