nei<strong>the</strong>r <strong>the</strong>y nor Brita<strong>in</strong> could change.<br />

Storks tried to place <strong>the</strong> <strong>Ionian</strong> <strong>Islands</strong> <strong>in</strong> <strong>the</strong> same position as a colony.<br />

Work<strong>in</strong>g with his secretary, Drummond Wolff, <strong>the</strong>y collated a selection of objects,<br />

<strong>in</strong>clud<strong>in</strong>g hand made art crafts and agricultural products, to show <strong>in</strong> London’s<br />

International Exhibition, hop<strong>in</strong>g this display of <strong>Ionian</strong> products would have “a<br />

beneficial effect on <strong>the</strong>ir future prosperity”. 68 The Colonial Office were pleased <strong>the</strong>y<br />

had received “anyth<strong>in</strong>g bright from <strong>the</strong> <strong>Ionian</strong> <strong>Islands</strong>”, and believed <strong>the</strong> focus on<br />

promot<strong>in</strong>g <strong>Ionian</strong> <strong>in</strong>dustry was a “move <strong>in</strong> <strong>the</strong> right direction” towards reta<strong>in</strong><strong>in</strong>g <strong>the</strong><br />

<strong>Islands</strong> <strong>in</strong> <strong>the</strong> Empire and proof “of <strong>the</strong> good will of <strong>the</strong> Protect<strong>in</strong>g states”. 69<br />

Storks experimented with o<strong>the</strong>r policies to streng<strong>the</strong>n <strong>the</strong> <strong>Ionian</strong>/<strong>British</strong><br />

relationship. One of his first actions as Governor was to establish a Commission of<br />

Inquiry <strong>in</strong>to <strong>the</strong> <strong>Islands</strong>’ public services to correct <strong>the</strong> <strong>in</strong>efficiencies and abuses <strong>in</strong> <strong>the</strong><br />

<strong>Ionian</strong> adm<strong>in</strong>istrative mach<strong>in</strong>e and “<strong>in</strong>fuse a healthier and more vigorous action” <strong>in</strong><br />

all public departments. 70 When <strong>the</strong> Committee concluded <strong>the</strong>re were limited public<br />

vacancies and great numbers of educated <strong>Ionian</strong> youth seek<strong>in</strong>g <strong>the</strong>m, Storks<br />

supported proposals for <strong>the</strong>ir absorption <strong>in</strong>to <strong>Ionian</strong> and <strong>British</strong> public service. 71<br />

Storks advocated <strong>the</strong>ir admission <strong>in</strong>to <strong>British</strong> military service, <strong>the</strong> appo<strong>in</strong>tment of<br />

<strong>Ionian</strong>s <strong>in</strong> <strong>the</strong> medical department of <strong>British</strong> services and, late <strong>in</strong> his tenure, <strong>the</strong><br />
