unwearied patience, daily watchfulness and vigilance” and ma<strong>in</strong>ta<strong>in</strong>ed <strong>the</strong> rights of<br />

<strong>the</strong> Crown. Representative <strong>in</strong>stitutions, such as freedom of <strong>the</strong> press, should not be<br />

given to “a Semi-Eastern population” who used it to discredit Brita<strong>in</strong> and “alienate<br />

<strong>the</strong> feel<strong>in</strong>gs of <strong>the</strong> people from <strong>the</strong> protection”. 20 Responsible forms of government<br />

ought to apply only to colonists of <strong>British</strong> “blood and character”. There was, he<br />

stated<br />

an impassable gulf between <strong>the</strong>se states and lands peopled by <strong>British</strong><br />

immigrants, who look back fondly to <strong>the</strong> old Country and <strong>the</strong><br />

<strong>in</strong>stitution of <strong>the</strong>ir fa<strong>the</strong>rs, <strong>the</strong> sentiment of loyalty to <strong>the</strong> Crown, <strong>the</strong><br />

pride of descent from and <strong>the</strong> feel<strong>in</strong>g of community with England of<br />

which such splendid and gratify<strong>in</strong>g proofs have been given, <strong>in</strong> all<br />

o<strong>the</strong>r <strong>British</strong> Dependencies have no existence here; nei<strong>the</strong>r do <strong>the</strong><br />

energy and <strong>the</strong> self-reliance, from which <strong>the</strong>y spr<strong>in</strong>g and which <strong>in</strong><br />

turn <strong>the</strong>y cherish. 21<br />

Grant<strong>in</strong>g <strong>Ionian</strong>s representative government was a “serious and last<strong>in</strong>g disservice” to<br />

<strong>the</strong>m. 22 Most importantly, <strong>the</strong> 1848 reforms, particularly freedom of <strong>the</strong> press, had<br />

weakened <strong>British</strong> power and authority <strong>in</strong> <strong>the</strong> Sept<strong>in</strong>sula. 23<br />

Colonial <strong>official</strong>s, under <strong>the</strong> leadership of Labouchere, were disappo<strong>in</strong>ted after<br />

Young’s “disparag<strong>in</strong>g account” of <strong>the</strong> tenth Assembly <strong>in</strong>dicated <strong>the</strong>re was “no hope<br />

of amendment for <strong>the</strong> future”. 24 <strong>British</strong> authorities <strong>in</strong> <strong>the</strong> <strong>Islands</strong> and at home disliked<br />

<strong>the</strong>ir dependence on <strong>the</strong> Assembly. Labouchere <strong>in</strong>structed Young to “surrender no<br />

portion of <strong>the</strong> authority” he possessed, but <strong>in</strong>stead lay “down a competent authority”<br />
