was conv<strong>in</strong>ced, even before receiv<strong>in</strong>g Maitland’s report, “that a system of popular<br />

representation, and public discussion …should not be so stated to <strong>the</strong>m for many<br />

years to come”. 69 Prior to tak<strong>in</strong>g <strong>the</strong> appo<strong>in</strong>tment, Maitland was already consider<strong>in</strong>g<br />

<strong>the</strong> challenge of turn<strong>in</strong>g <strong>the</strong> <strong>Islands</strong> “<strong>in</strong>to productive <strong>British</strong> colonies”. 70 He was<br />

critical of hav<strong>in</strong>g <strong>the</strong> <strong>Islands</strong> as a Protectorate, feel<strong>in</strong>g “if <strong>the</strong>y do not give <strong>the</strong>m <strong>in</strong><br />

sovereignty we are certa<strong>in</strong>ly better without <strong>the</strong>m at all”. 71 Bathurst, <strong>in</strong> agreement<br />

with Maitland, was determ<strong>in</strong>ed to take advantage of any ambiguous passages of <strong>the</strong><br />

Treaty of Paris and treat <strong>the</strong> <strong>Islands</strong> not as an <strong>in</strong>dependent state under protection, but<br />

as a colony. 72<br />

Maitland welcomed Bathurst’s recommendations and general <strong>in</strong>structions,<br />

“perfectly conv<strong>in</strong>ced” he held <strong>the</strong> “full” trust and support of his government. He<br />

shared Bathurst’s view that <strong>Ionian</strong>s “were not go<strong>in</strong>g to adm<strong>in</strong>ister <strong>in</strong> <strong>the</strong>se islands<br />

any wild or speculative <strong>the</strong>ory of government”. 73 Instead <strong>the</strong> constitution would be<br />

<strong>the</strong> product of “thorough consideration” by <strong>the</strong> <strong>Ionian</strong> Legislative Assembly, which<br />

“demands <strong>in</strong> itself <strong>the</strong> fullest consideration of <strong>the</strong> most perfect knowledge and <strong>the</strong><br />

habits and <strong>the</strong> character of <strong>the</strong> people”. He swamped <strong>the</strong> Colonial Office with reports<br />
