Hiring of VPN Services for GAIL Agartala

Bid Evaluation Criteria
(A) Technical
1. Bidder must have valid license from DoT for providing VPN
connectivity in the regions where service is required. Copy of the license
may be provided.
2. Bidder should have successfully completed one single order of similar
services of value not less than Rs.3, 10,200/- (Rupees Three Lakh Ten
Thousand Two Hundred) during previous seven (07) years. The date to
be reckoned from the bid due date.
Copies of work order along with its completion certificate must be
submitted along with the bid.
(B) Financial Criteria:
1. Bidder should have achieved minimum annual turnover of INR
Rs.3, 10,200/- (Rupees Three Lakh Ten Thousand Two Hundred) in any
one of the last three financial years (2006-2007, 2005-2006 and 2005-2004).
2. Net worth of the bidder should be positive as per the last audited
financial statement of 2006-2007.
3. Return on equity of the Bidder should be positive as per the last audited
financial statement of 2006-2007.
4. The Bidder should have minimum working capital of Rs., 63, 000-/-
(Rupees Sixty Three Thousand) as per the last audited financial year i.e.
for the financial year 2006-2007. In case the audited financial results are
not available for the financial year 2006-2007, the audited financial
results of 2005-2006 will be considered as the last financial year for
Working Capital calculation.
If the bidder’s working capital is inadequate, the bidder should
supplement this with a letter from the vendor’s bank having net worth not
less than Rs.100 crores / US$ 22 million, confirming the availability of
the line of credit for Rs. 63, 000-/- (Rupees Sixty Three Thousand) to
cover the inadequacy of previous year and meet the current working
capital requirement.
