Moreover, most <strong>of</strong> this limited amount <strong>of</strong> industrial land is already occupied, and therefore<br />

existing PDR businesses have limited room to expand in place and the <strong>District</strong> has little<br />

potential <strong>of</strong> attracting <strong>of</strong> new PDR businesses. By our calculations, only about 27 acres, or 1.2<br />

percent, <strong>of</strong> the land in industrial areas is vacant (this calculation does not include the 3.7 acres<br />

<strong>of</strong> vacant land that is zoned for residential use). 12<br />
