Food Processing and Importing — fish and meat processing; food production.<br />
Economic development plans were adopted for each <strong>of</strong> the city industrial zones to identify land use,<br />
circulation, business and workforce services, image development, and infrastructure improvements.<br />
Stronger zoning review guidelines are being developed, including review clauses that protect existing<br />
small businesses for situations when development proposals seek to convert industrial land and buildings<br />
to <strong>of</strong>fice, commercial, residential or institutional use.<br />
The program provides real estate services including development and site finding assistance, workforce<br />
development including job-readiness services such as Boston's Career Centers, neighborhood English<br />
language and job training programs, and the Youth Opportunity Journal, business assistance services<br />
including one stop shopping for zoning, permitting, city department resources, and financing and<br />
partnerships such as low-interest loans, a dedication <strong>of</strong> city capital funds to upgrade industrial roadways,<br />
sidewalks & lighting, industrial development authority financing, and local development corporation loans.<br />
Back Streets businesses can also avail themselves <strong>of</strong> planning services. The program provides to<br />
individual businesses and small districts a range <strong>of</strong> comprehensive industrial planning services including<br />
area and development planning services to:<br />
Protect industrial land use through planning and zoning<br />
Identify opportunities for expansion and development<br />
Identify transit and infrastructure improvements<br />
Identify public realm improvements.<br />

Buyer-Supplier Match Programs<br />
There are a number <strong>of</strong> examples <strong>of</strong> established buyer supplier match programs. A few <strong>of</strong> these are<br />
described below.<br />
The Kansas Match program, operated by the state Department <strong>of</strong> Commerce, connects Kansas<br />
manufacturers that are currently buying products from outside the state with Kansas suppliers <strong>of</strong> those<br />
same products. Participating suppliers register to be added to a supplier database. Participating buyers<br />
contact the program to request a product or service for purchase from an in-state supplier. Program staff<br />
conducts a search <strong>of</strong> the supplier database and additional resources to locate Kansas suppliers. They<br />
then forward the buyer a list <strong>of</strong> Kansas suppliers to contact directly.<br />
The National Minority Supplier Development Council manages MBISYS, a national database <strong>of</strong> over<br />
15,000 minority-owned firms. The database is made available to the Council’s corporate members.<br />
The Delaware Valley Industrial Resource Center, a publicly-funded manufacturing assistance program in<br />
eastern Pennsylvania, has used a private web-based service, ManufacturingQuote.com to help<br />
manufacturers find suppliers. Via the Web, buyers submit a request-for-quote that specifies the product<br />
they need, the price they are willing to pay, and when the product is needed. When a supplier responds<br />
to a request on the Web site with a proposal, the buyer is notified via e-mail and told to check the Web<br />
site to see the proposal.<br />
