4 Traffic Impact Analysis
General
4.1 As agreed with Renfrewshire Council, only the net-increase in traffic generated by the 6,000m 2
foodstore has been considered when assessing the impact to the existing local road network. As
the enhanced foodstore will predominantly serve the residents of Dargavel and Bishopton Village,
the following junctions are considered as being within the area of influence:
1. Greenock Road / Station Road priority controlled junction;
2. Greenock Road / Kingston Road priority controlled junction;
3. Greenock Road / Ferry Road / Rossland Crescent signal controlled junction; and
4. Greenock Road / Old Greenock Road / Newton Road junction.
Analysis Period
4.2 It has been agreed with Renfrewshire Council that the critical assessment period for the
development proposal is the weekday PM peak period.
Assessment Year
4.3 It is currently envisaged the foodstore will be complete and operational by 2020. In terms of the
supporting roads infrastructure, it is understood these will be in place and include:
• Upgrading Greenock Road / Kingston Road to traffic signal control;
• The northern and southern roundabouts shall be constructed and linked via the Dargavel
development; and
• The upgrade of Station Road underpass to traffic signal control.
4.4 Given the supporting road infrastructure has been proposed to accommodate the total volume of
traffic that will be generated by the consented Masterplan, it is consider appropriate to assess the
impact of the 6,000m 2 foodstore with full development. This therefore equates to a design year
assessment of 2027.
Traffic Growth
4.5 The principle of using recent traffic surveys to identify traffic growth was discussed and agreed with
Renfrewshire Council at a meeting on 31 October 2012. It was also agreed that should the surveys
demonstrate a reduction in traffic volumes on the A8, data from the 2008 Transport Assessment
should be used to provide a robust analysis.
4.6 Numerous traffic surveys have been undertaken at several locations throughout Bishopton to
support the various studies for the Masterplan. In terms of the analysis for the 2008 Transport
Assessment, which was used to inform the access strategy and supporting local road infrastructure
improvements, this was a combination of 2005 and 2002 traffic data. The 2005 data was used to
establish a level of background growth from 2002, and therefore confirm its suitability for the 2008
analysis.
