A HEX16 format is converted into the S format.
The data at the addresses 0 through 0xFFFFF is to be converted.

Note:
Although the S format can represent the addresses 0 through 0xFFFFFFFF, the HEX16 format
cannot represent the addresses 0x100000 and higher. A S format file after conversion is created
without the S7 and S3 types.
The starting address information in the HEX16 format is set in the S9 or S8 type.
