NOTE 1 - SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES<br />

A. Financial Reporting Entity<br />

The <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong>, <strong>New</strong> <strong>Hampshire</strong>, is a municipal corporation governed by an elected<br />

5 -member Board <strong>of</strong> Selectmen. As required by generally accepted accounting principles, <strong>the</strong>se<br />

financial statements present <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> (primary government), and its component units.<br />

Component units are organizations for which <strong>the</strong> primary government is financially accountable or<br />

for which <strong>the</strong> nature and significance <strong>of</strong> <strong>the</strong>ir relationship with <strong>the</strong> primary government are such that<br />

exclusion would cause <strong>the</strong> <strong>report</strong>ing entity's financial statements to be misleading or incomplete.<br />

Based on <strong>the</strong> foregoing criteria, no o<strong>the</strong>r organizations are included in <strong>the</strong> <strong>Town</strong>'s financial<br />

<strong>report</strong>ing entity.<br />

B. Basis <strong>of</strong> Presentation - Fund Accounting<br />

The accounts <strong>of</strong> <strong>the</strong> <strong>Town</strong> are organized on <strong>the</strong> basis <strong>of</strong> funds and account groups, each <strong>of</strong> which<br />

is considered a separate accounting entity. The operations <strong>of</strong> each fund are accounted for with a<br />

separate set <strong>of</strong> self-balancing accounts that comprise its assets, liabilities, fund equity, revenues, and<br />

expenditures/expenses, as appropriate. The various funds are grouped by type in <strong>the</strong> financial<br />

statements. The following fund types and account groups are used by <strong>the</strong> <strong>Town</strong>:<br />

Governmental Fund Types<br />

General Fund - The General Fund is <strong>the</strong> general operating fund <strong>of</strong> <strong>the</strong> <strong>Town</strong>. All general tax<br />

revenues and o<strong>the</strong>r receipts that are not allocated by law or contractual agreement to ano<strong>the</strong>r fund<br />

are accounted for in this fund. From <strong>the</strong> fund are paid <strong>the</strong> general operating expenditures, <strong>the</strong> fixed<br />

charges, and <strong>the</strong> capital improvement costs that are not paid through o<strong>the</strong>r funds.<br />

Special Revenue Funds - Special Revenue Funds are used to account for <strong>the</strong> proceeds <strong>of</strong> specific<br />

revenue sources (o<strong>the</strong>r than expendable trust or major capital projects) requiring separate accounting<br />

because <strong>of</strong> legal or regulatory provisions or administrative action.<br />

Capital Projects Funds -<br />

Transactions related to resources obtained and used for <strong>the</strong> acquisition,<br />

construction, or improvement <strong>of</strong> capital facilities are accounted for in Capital Projects Funds.<br />

Fiduciary Fund Types<br />

Fiduciary Fund Types - These funds account for assets held by <strong>the</strong> <strong>Town</strong> as a trustee or agent for<br />

individuals and o<strong>the</strong>r units <strong>of</strong> governments. This fund type includes Nonexpendable Trust Funds,<br />

Expendable Trust Funds and Agency Funds.
