Moderator Walker explained that Articles 21 through 26 are collective<br />

bargaining articles and are on <strong>the</strong> ballot as a result <strong>of</strong> <strong>the</strong> agreements between<br />

<strong>the</strong> various unions and <strong>the</strong> Board <strong>of</strong> Selectmen. The dollar portion <strong>of</strong> <strong>the</strong><br />

contracts are put to <strong>the</strong> voters for a vote as required. He fur<strong>the</strong>r explained that<br />

<strong>the</strong>se articles can be questioned and examined by <strong>the</strong> assembly and stated that,<br />

while he cannot instruct <strong>the</strong> meeting not to amend, he explained that with an<br />

amendment <strong>the</strong> contracts would not be as agreed to by <strong>the</strong> collective bargaining<br />

process and that ei<strong>the</strong>r party could walk away from <strong>the</strong> agreement.<br />

ARTICLE 21<br />

Shall <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> vote to raise and appropriate <strong>the</strong> sum <strong>of</strong><br />

$64,468 to fund <strong>the</strong> cost items relating to <strong>the</strong> Pr<strong>of</strong>essional Firefighters <strong>of</strong><br />

<strong>Hampton</strong>, Local #2664 - IAFF, salaries and benefits for 1998. Such sum<br />

representing <strong>the</strong> additional salaries and benefits contained in a collective<br />

bargaining agreement between <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> by its Board <strong>of</strong> Selectmen<br />

and <strong>the</strong> Pr<strong>of</strong>essional Firefighter's <strong>of</strong> <strong>Hampton</strong>, pursuant to N.H. RSA 273-A.<br />

NOTE: <strong>the</strong> above agreement is for <strong>the</strong> years 1997, 1998 and 1999. The<br />

additional amounts necessary to fund <strong>the</strong> cost items for <strong>the</strong> following years are:<br />

1997: $28,086 to cover retroactive salaries and benefits.<br />

1998: $36,382 over <strong>the</strong> amounts for <strong>the</strong> contract year 1997 for salaries and<br />

benefits.<br />

1999: $45,021 over <strong>the</strong> amounts for <strong>the</strong> contract year 1997 & 1998 for salaries<br />

and benefits. Recommended by <strong>the</strong> Board <strong>of</strong>Selectmen. Recommended by <strong>the</strong><br />

Budget Committee.<br />

Seconded by Virginia Bridle<br />

Mr. Warburton commended all those involved, both union and<br />

management, in bringing all <strong>the</strong> contracts in toge<strong>the</strong>r. David Lang spoke in<br />

favor <strong>of</strong> approving all <strong>of</strong> <strong>the</strong> union articles, as did Fire Chief Sullivan, Police<br />

Chief Wrenn, <strong>Town</strong> Manager Barrington. Edward Buck moved to end<br />

discussion on Article 21. Seconded by Sharleene Hurst. The motion was<br />

approved by a 2/3 vote. The Moderator declared that Article 21 would go on<br />

<strong>the</strong> ballot as written.<br />

A motion to restrict reconsideration way made by David Lang.<br />

Seconded by Edward Buck. So voted.<br />
