The Department experienced ano<strong>the</strong>r busy year with personnel<br />

changes. In April, Captain Victor R. DeMarco retired after twenty-seven years<br />

<strong>of</strong> exceptional service to <strong>the</strong> Department and <strong>the</strong> <strong>Town</strong>. Captain DeMarco<br />

began his career with <strong>the</strong> Department in June 1971 as a Special Police Officer.<br />

He was hired as a full time patrol <strong>of</strong>ficer in June 1 973 and was promoted to <strong>the</strong><br />

rank <strong>of</strong> Sergeant in March 1980.<br />

In December 1995, he was promoted to <strong>the</strong><br />

rank <strong>of</strong> Lieutenant and served in <strong>the</strong> Operations Bureau.<br />

Department wish to<br />

All members <strong>of</strong> <strong>the</strong><br />

thank Captain DeMarco for his many years <strong>of</strong> dedicated<br />

public service and congratulate him in his retirement.<br />

After <strong>the</strong> retirement <strong>of</strong> Captain DeMarco, <strong>the</strong> Department chose to<br />

divide <strong>the</strong> duties <strong>of</strong> that position by creating ano<strong>the</strong>r captain's position.<br />

Two<br />

Lieutenants were subsequently promoted into those positions. Lt. James B.<br />

Sullivan was promoted to Captain in April and assigned to command <strong>the</strong><br />

Operations Bureau. Lt. Timothy J. Crotts was also promoted to Captain in April<br />

and assigned to command <strong>the</strong> Administrative Services Bureau.<br />

The advancement <strong>of</strong> <strong>the</strong>se <strong>of</strong>ficers created an open position in <strong>the</strong> rank<br />

<strong>of</strong> Lieutenant.<br />

Detective William G. Lally was promoted in April to Lieutenant<br />

to fill that vacancy. Lt. Lally began his career as a Special Officer in June 1974<br />

and was hired full time in April 1980. In April 1985, he was appointed as a<br />

Detective and has at various times supervised that division. He is currently<br />

assigned to <strong>the</strong> Patrol Division.<br />

In February, Communication Specialist Samantha A. Zellinger resigned<br />

her position to accept a job in <strong>the</strong> private sector. Christopher T. Milton was<br />

appointed in June as a Communication Specialist to fill that vacancy.<br />

In May, Special Officers Joseph Papsedero and Andrew Perenick were<br />

appointed to <strong>the</strong> two new full-time patrol <strong>of</strong>ficer positions.<br />

Ofc. Papsedero was<br />

originally from Billerica, Massachusetts and attended <strong>the</strong> University <strong>of</strong><br />

Massachusetts at Lowell. He began his career as a special <strong>of</strong>ficer in March,<br />

1995. Ofc. Perenick was originally from Winchester, Mass. And is a graduate<br />

<strong>of</strong> St. Anselm College. He began his career as a special <strong>of</strong>ficer in March, 1996.<br />

In June, Special Officer James Aham was appointed a full-time patrol<br />

<strong>of</strong>ficer to fill <strong>the</strong> vacancy created by <strong>the</strong> retirement <strong>of</strong> Captain De Marco. Ofc.<br />

Aham was originally from Dracut and attended <strong>the</strong> University <strong>of</strong> Massachusetts<br />

at Lowell. He began his career as a special <strong>of</strong>ficer on April, 1997.<br />

Ano<strong>the</strong>r long-time member <strong>of</strong> <strong>the</strong> Department, Officer Charles E.<br />

"Buzz" Kendall retired from his position as a Special Police Officer after<br />

twenty-eight years <strong>of</strong> dedicated service to <strong>the</strong> Department and <strong>Town</strong>. We wish<br />

to thank "Buzz" for his many years <strong>of</strong> quality service to our community.<br />

Several o<strong>the</strong>r Special Police Officers resigned this past year for positions on<br />

o<strong>the</strong>r departments or for jobs in <strong>the</strong> private sector. We wish <strong>the</strong>m well.<br />
