We have audited the accompanying general purpose financial statements of the Hampton Beach
Village District as of December 31, 1998 and for the year then ended. These financial statements
are the responsibility of the Hampton Beach Village District's management. Our responsibility
is to express an opinion on these financial statements based on our audit.
We conducted our audit in accordance with generally accepted auditing standards. Those standards
require that we plan and perform the audit to obtain reasonable assurance about whether the financial
statements are free from material misstatement. An audit includes examining, on a test basis, evidence
supporting the amounts and disclosures in the general purpose financial statements. An audit also
includes assessing the accounting principles used and significant estimates made by management, as
well as evaluating the overall financial statement presentation.

the general fixed asset account group, which should be included to conform with generally accepted
accounting principles. This omission results in an incomplete presentation of the financial statements.
The amount that should be recorded in the general fixed asset account group is not known.
In our opinion, except for the omission of the information discussed in the preceding paragraph,
the general purpose financial statements referred to above present fairly, in all material respects,
the financial position of Hampton Beach Village District as of December 31, 1998, and the results of
its operations, changes in their fund balances and cash flows for the year then ended in conformity
with generally accepted accounting principles.
Our audit was conducted for the purpose of forming an opinion on the general purpose financial
statements taken as a whole. The supplementary schedules are presented for the purpose of
additional analysis and are not a required part of the combined financial statements. Such
information has been subjected to the auditing procedures applied in the audit of the general purpose
financial statements and, in our opinion, is fairly presented in all material respects in relation to the
general purpose financial statements taken as a whole.
