Also in June, Officer Lynne Charleston and Officer Daniel Gidley were<br />

both appointed to <strong>the</strong> position <strong>of</strong> detective and assigned to <strong>the</strong> Criminal<br />

Investigation Division. Det. Charleston began her career as a special <strong>of</strong>ficer in<br />

April, 1989 and was hired as a full-time patrol <strong>of</strong>ficer in October, 1989.<br />

Detective Gidley began his career as a special <strong>of</strong>ficer in March, 1988 and was<br />

hired as a full-time patrol <strong>of</strong>ficer in October, 1991.<br />

INTERNAL AFFAIRS & INSPECTIONS UNIT<br />

This unit has <strong>the</strong> task <strong>of</strong> investigating all complaints concerning <strong>the</strong><br />

pr<strong>of</strong>essionalism, integrity, and performance <strong>of</strong> any member <strong>of</strong> <strong>the</strong> <strong>Hampton</strong><br />

Police Department. It is also responsible for providing inspections into various<br />

areas <strong>of</strong> <strong>the</strong> operation <strong>of</strong> <strong>the</strong> Department, including auditing funds received from<br />

parking ticket returns, animal control fees, gun permit fees, etc., and for<br />

inspecting evidence inventory to assure adherence to established policy and<br />

procedure. Commanded by Lt. Timothy Crotts and assisted by Lt. James<br />

Sullivan and Sgt. Joseph Garvin, this unit has investigated 137 complaints since<br />

it was formed in December 1991.<br />

OPERATIONS BUREAU<br />

The Patrol Division was kept busy this year answering 19,724 calls for police<br />

service which represents a 15.5% increase over last year. The <strong>of</strong>ficers made<br />

custodial arrests for 3,445 <strong>of</strong>fenses committed and 1909 motor vehicle<br />

arrests/summons (see summaries). There was a 60% increase in <strong>the</strong> number <strong>of</strong><br />

motor vehicle arrests/summons over last year.<br />

This increase was partially due to<br />

our intensive traffic enforcement program and <strong>the</strong> goals set in 1997 for that<br />

program.<br />
