Carolyn Payzant moved to delete Article 16 as written and insert a<br />

replacement article to adopt <strong>the</strong> provisions <strong>of</strong> RSA 31:95 which would restrict<br />

20% <strong>of</strong> <strong>the</strong> revenues from vehicle registration fees for <strong>the</strong> purpose <strong>of</strong> town wide<br />

Arthur Moody rose on a point <strong>of</strong> order stating such an article is<br />

as <strong>the</strong> meeting was not warned for a special article fund for this purpose.<br />

Moderator Walker was in agreement, however, he declared that <strong>the</strong><br />

meeting would recess for ten minutes to discuss to with <strong>Town</strong> Counsel<br />

McEachern.<br />

The meeting was recessed at 9:45 am and reconvened at 9:54. At that<br />

time <strong>Town</strong> Counsel affirmed that <strong>the</strong> Payzant motion as stated was not<br />

appropriate as <strong>the</strong>re was no posting or public hearing as required.<br />

After additional comments, from both sides, were heard on <strong>the</strong> article<br />

Brian Lacey moved to end <strong>the</strong> discussion. Seconded by John Skumin. Several<br />

voters were waiting to speak and when <strong>the</strong>y were heard it was unanimously<br />

agreed to have no additional discussion.. Moderator Walker stated Article 16<br />

would go on <strong>the</strong> ballot as written.<br />

On March 17, 1998 a petition to have Article 16 recounted was<br />

submitted to <strong>the</strong> <strong>Town</strong> Clerk by Arthur Moody and ten registered voters. The<br />

Board <strong>of</strong> Recount was convened at 9AM on March 26th in <strong>the</strong> Selectmen 's<br />

Meeting Room <strong>of</strong> <strong>the</strong> <strong>Hampton</strong> <strong>Town</strong> Offices.<br />

Present at <strong>the</strong> recount were Asst.<br />

Moderator Paul Lessard, substituting for Moderator John Walker, Clerk Arleen<br />

Andreozzi, and Selectmen Virginia Bridle and Michael Plouffe. Substituting for<br />

excused Selectman Frederick Rice was <strong>Town</strong> Manager, James Barrington. The<br />

clerk swore in <strong>the</strong> substitute Selectmen and <strong>the</strong> ballot counters.<br />

The petitioner<br />

Arthur Moody was present. The Assistant Moderator explained <strong>the</strong> procedure by<br />

which he would conduct <strong>the</strong> recount and sorted <strong>the</strong> ballots. Five recount teams<br />

were established. After <strong>the</strong> votes had been counted and tallied <strong>the</strong> outcome <strong>of</strong><br />

<strong>the</strong> vote remained <strong>the</strong> same. The new total was as follows: Yes 1525 No 1521<br />
