Two major changes:
Outgoing messages: Replace INFORM,
REQUEST, and UNREQUEST message actions
with one KQML command that takes as
arguments the message, the time, the KQML
type.
Incoming messages: converted into
AGENT-0 types (basic AGENT-0 types suffice
for encapsulation of all KQML types).
It is allowed that several commitments can
match a single message (in AGENT-0 only
the first rule matching a message is selected).
