Definition 4.14 (Mechanism)
A mechanism wrt. a set of agents A and a set of outcomes
O is a pair 〈Act, M〉 where
1 Act = A 1 × . . . × A |A| , where A i is the set of actions
available to agent i.
2 M : Act → Π(O), where Π(O) is the set of all
probability distributions over the set of outcomes.
This is a very general definition: it allows arbitrary actions.
