Tariff reductions with<strong>in</strong> <strong>ASEAN</strong> have made its member countries more competitive <strong>in</strong><br />

each other’s markets relative to non-<strong>ASEAN</strong> imports. Before the implementation of the<br />

Common Effective Preferential Tariff (CEPT) scheme, plywood and floor<strong>in</strong>g tariffs <strong>in</strong><br />

the <strong>ASEAN</strong> countries were as high as 40 percent—among the highest for any wood<br />

products <strong>in</strong> the region. While MFN tariff rates applied to external trade rema<strong>in</strong> high, the<br />

CEPT scheme has effectively reduced tariffs on plywood and floor<strong>in</strong>g for <strong>in</strong>tra-<strong>ASEAN</strong><br />

trade to 5 percent or less, effective January 1, 2010. <strong>ASEAN</strong> has not yet harmonized<br />

MFN tariff rates on non-<strong>ASEAN</strong> imports. Applied MFN tariffs for non-<strong>ASEAN</strong><br />

countries for most hardwood plywood and floor<strong>in</strong>g categories range from zero <strong>in</strong> the case<br />

of S<strong>in</strong>gapore to a high of 35–40 percent for Malaysia and Laos (tables 5.7 and 5.8).<br />
