facilitate movement of professionals throughout the region. 66 MRAs for nurs<strong>in</strong>g,<br />

medical, and dental professionals are be<strong>in</strong>g implemented, and coord<strong>in</strong>at<strong>in</strong>g committees<br />

are work<strong>in</strong>g to develop a framework for core competencies and standards, relevant laws<br />

and regulations, entry procedures, and other related issues for each profession. 67 The<br />

MRAs are expected to <strong>in</strong>crease the competitiveness of <strong>ASEAN</strong> healthcare service<br />

providers by expand<strong>in</strong>g the pool of skilled labor. 68<br />

Inbound Investment<br />

Both <strong>in</strong>ternational and <strong>in</strong>tra-<strong>ASEAN</strong> <strong>in</strong>vestment <strong>in</strong> healthcare <strong>in</strong> <strong>ASEAN</strong> have reportedly<br />

<strong>in</strong>creased <strong>in</strong> recent years, although limited data exist on regional <strong>in</strong>vestment flows. 69<br />

Anecdotal evidence suggests that <strong>in</strong>tra-<strong>ASEAN</strong> <strong>in</strong>vestment has grown as regional<br />

healthcare groups have established operations throughout the region; at the same time,<br />

most extra-<strong>ASEAN</strong> <strong>in</strong>vestment has entailed private equity <strong>in</strong>vestors tak<strong>in</strong>g stakes <strong>in</strong><br />

<strong>ASEAN</strong> private healthcare groups and facilities. 70 Lead<strong>in</strong>g <strong>ASEAN</strong> regional healthcare<br />

groups, largely from Malaysia, S<strong>in</strong>gapore, and Thailand, have expanded <strong>in</strong>to their<br />

develop<strong>in</strong>g-country neighbors, such as Cambodia, Indonesia, and Vietnam, often by<br />

acquir<strong>in</strong>g m<strong>in</strong>ority shares <strong>in</strong> exist<strong>in</strong>g facilities. 71 For example, KPJ Healthcare (Malaysia)<br />

and ParkwayHealth (S<strong>in</strong>gapore) have both <strong>in</strong>vested <strong>in</strong> Indonesia, and Thailand’s<br />

Bangkok Hospital has established regional affiliates <strong>in</strong> Cambodia, Burma, and Vietnam. 72<br />

At the same time, many of these lead<strong>in</strong>g <strong>ASEAN</strong> healthcare providers have attracted<br />

<strong>in</strong>vestment from outside of <strong>ASEAN</strong>. For example, <strong>in</strong> 2005, Newbridge Capital (United<br />

States) acquired a m<strong>in</strong>ority share of S<strong>in</strong>gapore’s Parkway Hold<strong>in</strong>gs, the parent company<br />

of the Parkway Hospital groups, for S$311 million (US$131 million). 73 Similarly, <strong>in</strong><br />

2008, U.S.-based Lombard Investments acquired a m<strong>in</strong>ority stake <strong>in</strong> the Philipp<strong>in</strong>e’s<br />

Professional Services Inc., the owner of a private hospital. 74<br />

As mentioned earlier, growth <strong>in</strong> <strong>in</strong>tra-regional <strong>in</strong>vestment has been driven by expansion<br />

strategies adopted by local healthcare providers, <strong>in</strong>tended to ma<strong>in</strong>ta<strong>in</strong> relationships with<br />

their patient populations and cont<strong>in</strong>ue revenue growth. 75 In recent years, traditional<br />

medical travel dest<strong>in</strong>ations such as S<strong>in</strong>gapore and Thailand have seen <strong>in</strong>creased<br />

countries that do report statistics on foreign <strong>in</strong>vestment, such as S<strong>in</strong>gapore, often do not report data specific<br />

to healthcare services, but <strong>in</strong>stead aggregate <strong>in</strong>vestment <strong>in</strong> health care services with other <strong>in</strong>dustries. For<br />

example, S<strong>in</strong>gapore reports healthcare services <strong>in</strong> the “other” category, which also <strong>in</strong>cludes agriculture and<br />

related services; fish<strong>in</strong>g, operation of fish<strong>in</strong>g hatcheries, and fish farms; extraction of crude petroleum and<br />

natural gas; other m<strong>in</strong><strong>in</strong>g and quarry<strong>in</strong>g; electricity and gas supply; collection, purification, and distribution<br />

of water; sewage and refuse disposal, sanitation; recycl<strong>in</strong>g; education; social and community activities; arts,<br />

enterta<strong>in</strong>ment, and recreation; repair and ma<strong>in</strong>tenance of vehicles, office equipment, and personal and<br />

household goods; other services activities; public adm<strong>in</strong>istration and defense; and domestic work activities.<br />

As a result, the <strong>in</strong>vestment discussion below is based on data for specific transactions, and anecdotal<br />
