BOX 3.1 Computer components: Profile of <strong>ASEAN</strong> <strong>Integration</strong><br />

FDI plays a major role <strong>in</strong> computer components production <strong>in</strong> <strong>ASEAN</strong>. Some of the most notable examples of<br />

<strong>in</strong>tegration among <strong>ASEAN</strong> member countries center on direct <strong>in</strong>vestment l<strong>in</strong>ks between the countries.<br />

Between 2004 and 2008, S<strong>in</strong>gapore was the lead<strong>in</strong>g global source of direct <strong>in</strong>vestment <strong>in</strong> the computer<br />

hardware <strong>in</strong>dustry with<strong>in</strong> <strong>ASEAN</strong> (as measured by number of <strong>in</strong>vestments), with the majority of this <strong>in</strong>vestment<br />

go<strong>in</strong>g to Malaysia and Thailand. a Increas<strong>in</strong>gly, S<strong>in</strong>gapore is also <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> Vietnam and, through these<br />

<strong>in</strong>vestment l<strong>in</strong>kages, is improv<strong>in</strong>g Vietnam’s competitiveness and more fully <strong>in</strong>tegrat<strong>in</strong>g the region <strong>in</strong> computer<br />

components production. The Vietnam S<strong>in</strong>gapore Industrial Park (VSIP), which is a jo<strong>in</strong>t venture between<br />

several S<strong>in</strong>gaporean <strong>in</strong>vestors and a Vietnamese state-owned corporation, is an example of this bilateral<br />

<strong>in</strong>vestment l<strong>in</strong>k. As FDI <strong>in</strong> manufactur<strong>in</strong>g <strong>in</strong> Vietnam has grown <strong>in</strong> recent years, <strong>in</strong>dustrial parks provid<strong>in</strong>g a<br />

wide range of services to these <strong>in</strong>vestors have become common. VSIP is one of the largest providers of these<br />

services, operat<strong>in</strong>g four large <strong>in</strong>dustrial parks <strong>in</strong> Vietnam. These parks have attracted approximately 400<br />

<strong>in</strong>vestment projects with a comb<strong>in</strong>ed total <strong>in</strong>vestment capital of $2.4 billion, and VSIP is currently expand<strong>in</strong>g<br />

the parks to meet further demand. b<br />

An official from a U.S.-based electronic components firm operat<strong>in</strong>g a plant <strong>in</strong> one of the VSIP sites expla<strong>in</strong>ed<br />

why the park has been so attractive to his company. Accord<strong>in</strong>g to this source, the fact that the upper<br />

management of VSIP is S<strong>in</strong>gaporean is an asset because they are very comfortable work<strong>in</strong>g with<br />

mult<strong>in</strong>ational companies and address<strong>in</strong>g their needs. Meanwhile, VSIP’s Vietnamese management is a<br />

government entity, which, <strong>in</strong> this firm’s experience, has meant that the park staff is highly skilled at walk<strong>in</strong>g<br />

<strong>in</strong>vestors through all of the required government paperwork and obta<strong>in</strong><strong>in</strong>g the proper licenses. This comb<strong>in</strong>ed<br />

management structure is very valuable to the firm and was cited as a key factor <strong>in</strong> the firm’s success <strong>in</strong><br />

Trade Facilitation<br />

In general, the computer components <strong>in</strong>dustry has expressed concerns about customs<br />

transparency and adherence to <strong>in</strong>ternational norms—concerns that are shared by<br />

mult<strong>in</strong>ational firms across many <strong>in</strong>dustries. However, due to the nature of the <strong>in</strong>dustry<br />

and its status as a desired source of <strong>in</strong>vestment <strong>in</strong> many countries, firms <strong>in</strong> this <strong>in</strong>dustry<br />

mentioned fewer trade facilitation problems than firms <strong>in</strong> many other <strong>in</strong>dustries. Because<br />

neither duties nor nontariff measures are common <strong>in</strong> the computer components <strong>in</strong>dustry,<br />

the aspects of trade facilitation that are most important to this <strong>in</strong>dustry center on reduc<strong>in</strong>g<br />

the adm<strong>in</strong>istrative burden of customs procedures. This has led to a competitive form of<br />

<strong>in</strong>tegration of customs procedures whereby <strong>ASEAN</strong> countries tend to adopt similar trade<br />

facilitation measures <strong>in</strong> order to rema<strong>in</strong> attractive dest<strong>in</strong>ations for <strong>in</strong>vestors.<br />

The major components-produc<strong>in</strong>g countries <strong>in</strong> <strong>ASEAN</strong> all use free trade zones (FTZs) as<br />

a means of simplify<strong>in</strong>g trade-related adm<strong>in</strong>istrative procedures for firms. These FTZs<br />

have contributed to what one <strong>in</strong>dustry official called “market-forced harmonization,” 96<br />

that is, an environment <strong>in</strong> which countries’ policies have converged because of <strong>in</strong>vestor<br />

demand for faster and simpler customs procedures rather than as a result of any<br />

centralized <strong>in</strong>tegration effort. FTZs simplify and speed up customs procedures for firms<br />

by plac<strong>in</strong>g customs officers onsite with<strong>in</strong> the zone, with a focus on provid<strong>in</strong>g fast and<br />
