specialized computer processors. 16 Due to high labor costs, manufactur<strong>in</strong>g activity has<br />
gradually dw<strong>in</strong>dled <strong>in</strong> S<strong>in</strong>gapore s<strong>in</strong>ce the 1980s. 17 Malaysia has also become<br />
<strong>in</strong>creas<strong>in</strong>gly <strong>in</strong>volved <strong>in</strong> regional R&D functions while also ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g an important<br />
role <strong>in</strong> high-technology manufactur<strong>in</strong>g. 18 For example, while Malaysia’s role <strong>in</strong> the HDD<br />
<strong>in</strong>dustry has shrunk as manufactur<strong>in</strong>g has moved to lower cost locations, it rema<strong>in</strong>s a<br />
competitive location for the more skill-<strong>in</strong>tensive CPU <strong>in</strong>dustry. Thailand currently plays a<br />
lead<strong>in</strong>g role <strong>in</strong> HDD production; between 2004 and 2008, its share of global computer<br />
storage unit exports grew from under 10 percent to over 23 percent. 19 Vietnam’s role <strong>in</strong><br />
the <strong>in</strong>dustry largely rema<strong>in</strong>s to be determ<strong>in</strong>ed, but Intel, the world’s largest producer of<br />
CPUs, will open a new assembly and test facility <strong>in</strong> 2010—its largest anywhere—near<br />
Ho Chi M<strong>in</strong>h City, an <strong>in</strong>vestment total<strong>in</strong>g about $1 billion. 20 The value of the products<br />
that Intel plans to export from this facility substantially exceeds that of Vietnam’s total<br />
computer components exports <strong>in</strong> 2008, so it is likely that Intel’s CPUs will dom<strong>in</strong>ate<br />
Vietnam’s computer components exports for at least the next several years. 21 The<br />
competitive factors beh<strong>in</strong>d these production patterns are exam<strong>in</strong>ed <strong>in</strong> greater detail later<br />
<strong>in</strong> this chapter.<br />
Currently, Ch<strong>in</strong>a is regarded as present<strong>in</strong>g the greatest challenge to <strong>ASEAN</strong>’s regional<br />
competitiveness <strong>in</strong> the computer components <strong>in</strong>dustry. Between 2004 and 2008, Ch<strong>in</strong>a’s<br />
share of global exports of computer components grew from 27 to 35 percent, while the<br />
<strong>ASEAN</strong> region’s share rema<strong>in</strong>ed flat at 20–21 percent. 22 As Ch<strong>in</strong>a has come to dom<strong>in</strong>ate<br />
f<strong>in</strong>al assembly of computers over the past 10 years, it has also captured an <strong>in</strong>creas<strong>in</strong>g<br />
share of components production and <strong>in</strong>vestment.<br />
<strong>ASEAN</strong> has responded to this challenge from Ch<strong>in</strong>a through its attempts to more fully<br />
<strong>in</strong>tegrate the electronics sector <strong>in</strong> the region. The goal of the <strong>ASEAN</strong> electronics<br />
Roadmap was to work with the private sector to “strengthen regional <strong>in</strong>tegration” <strong>in</strong> order<br />
to “promote <strong>ASEAN</strong> as an <strong>in</strong>tegrated platform <strong>in</strong> which to do bus<strong>in</strong>ess <strong>in</strong> electronics.” 23<br />
However, while the electronics sector is one of the more active among the priority<br />
<strong>in</strong>tegration sectors <strong>in</strong> discuss<strong>in</strong>g how to implement Roadmap measures, there are few<br />
examples of substantial cooperation between member countries regard<strong>in</strong>g efforts to<br />
improve <strong>in</strong>tegration because, as noted, <strong>ASEAN</strong> member countries still view each other as<br />
rivals for <strong>in</strong>bound <strong>in</strong>vestment. Closer regional <strong>in</strong>tegration with<strong>in</strong> <strong>ASEAN</strong> would likely<br />
benefit the region’s overall competitiveness <strong>in</strong> the global computer components <strong>in</strong>dustry,<br />
but competition between member countries for direct <strong>in</strong>vestment from mult<strong>in</strong>ationals,<br />
such as through the use of tax breaks and other f<strong>in</strong>ancial <strong>in</strong>centives, impedes further<br />
<strong>in</strong>tegration.<br />
